Roofing in Medulla, Florida

Only 18% of Medulla's housing units were built before 1980, against 30% across Polk County. That suggests fewer original roofs here have reached the age where insurers start asking questions. Still, the median home dates to 1995, so many shingle roofs are likely past 25 years. Permits come from the county, not a town hall.

Housing age

How old Medulla's homes are and what it means for roofs

Medulla's median home was built in 1995, three years newer than the county median of 1992. That suggests many shingle roofs here are now near or past 25 years old, even where the house itself is not old.

Roof age matters for coverage. If your asphalt shingle roof is older than 25 years, Citizens Property Insurance will ask you to show that it still has at least five years of service left. Tile, slate, clay, concrete and metal get 50 years before that test applies. Check with your insurer or agent to learn which rule governs your policy.

About 16% of Medulla's homes went up in 2010 or later, so a share of roofs are still young. About 5.3% of housing units are mobile homes.

Permits

Who issues your roof permit in Medulla

Medulla sits in Florida as an unincorporated census-designated place rather than an incorporated city. Roof permits therefore go through the Polk County Building Division. We checked the official county page and it matched. Confirm current forms and fees with the division before you sign a contract.

Florida's 25% rule applies here. If more than 25 percent of a roof section is repaired or replaced within 12 months, the whole section must be replaced to current code. An exception exists for roofs built or redone under the 2007 Florida Building Code or later, where only the repaired part must comply.

The permit also starts a clock. Work must begin within 6 months of issuance, and an application is treated as abandoned after 180 days. If your contract is large enough, record a Notice of Commencement before the first inspection.

Storm exposure

Storms and rain that Polk County roofs take

Medulla sits inland, with water covering 1.0% of its area. That does not spare its roofs. Hurricane Ian in 2022 put a 78 mph gust in Bartow, and Irma in 2017 produced a 75-knot gust there. The county has had FEMA major disaster declarations for Irma, Ian and Nicole.

Hail and tornadoes also matter. NOAA lists 24 hail reports and 10 tornadoes for Polk County from 2016 to 2025, including two EF2 tornadoes near Lakeland. Hail of 1 inch or larger accounts for 20 of those reports.

Heavy rain tests flashing and underlayment too. NOAA Atlas 14 puts a 10-year, 24-hour storm at Medulla at 6.11 inches, and a 100-year storm at 10.6 inches.

Hiring rules

Choosing a roofer and checking products in Medulla

A general contractor generally cannot act as a roofing contractor in Florida without the roofing certification or registration. Ask to see the license number and check it with the state before you pay a deposit. About 66% of Medulla's occupied homes are owner-occupied, so most roof decisions fall to the homeowner directly.

Roofing products must carry statewide approval, and the Florida Building Commission runs a public search by FL number or manufacturer. A product sold as hurricane protection without approval breaks state law. Ask for the number and look it up yourself.

Permit applications filed on or after December 31, 2026 must meet the Ninth Edition of the Florida Building Code. Ask the Polk County Building Division which edition covers your application date.

Local record

On record for Medulla

  • Housing age mix: 18% of housing units built before 1980 and 16% built 2010 or later (county: 30% and 18%); 15% of residents are 65 or older.

Questions

Medulla roofing questions

What is the 25% roof rule in Florida?

If more than 25 percent of a roof section is repaired, replaced or recovered in any 12-month period, the whole section must be replaced to current code. The rule does not apply if the roof was built or re-roofed under the 2007 Florida Building Code or a later edition. In that case, only the section you repair has to meet today's code. In Medulla, the Polk County Building Division reviews the permit, so ask them how it applies to your roof.

Is my roof too old for insurance in Medulla?

It depends on your insurer. Citizens wants at least five years of remaining useful life shown for shingle roofs over 25 years old and for hard roofs over 50 years old. Medulla's median home was built in 1995, so many shingle roofs are likely near that line. Your agent can tell you which of these rules your policy follows.
