Condos, older houses and what they mean for Clearwater roofs
Clearwater has more homes in larger buildings than in detached houses. Of its 61,123 housing units, 42.9% sit in buildings with five or more units and 38.1% are single-family detached. Across Pinellas, 48% of homes are detached, so the city tilts toward condos and apartments more than the county does.
The houses themselves are mostly decades old. The median home was built in 1978, 55.9% predate 1980, 84.1% predate 2000, and just 6.5% date from 2010 or later. Clearwater Beach, Helene and a surge record set in 1993
Helene set new marks on both sides of the channel. A USGS sensor at Clearwater Beach measured 6.75 feet above mean higher high water, and the NOS gauge at Clearwater, recording since 1973, reached 6.67 feet. That gauge's old record came from the March 1993 Superstorm.
The beach turns up again and again in NOAA's storm reports. Hermine raised a 3.0-foot storm tide there in 2016. Idalia pushed the Clearwater ocean-pier gauge to 3.86 feet above mean higher high water in 2023. In 2024 Debby put a 55-knot gust on the beach, and Milton brought hurricane conditions to the coast from Clearwater Beach southward.

Harbor Oaks and the line between city and county permits
Clearwater runs its own permitting, so a roof permit for any address in the city, Clearwater Beach included, comes from the City of Clearwater's Permitting office.
The line matters at the edges. Next door, Safety Harbor and Belleair Beach get permits from Pinellas County's Building Services, which also handles unincorporated Pinellas, while Belleair runs its own building department. Confirm which side of the city limit a house sits on before applying.
Harbor Oaks, the early-20th-century development around Fort Harrison's site above Clearwater Harbor, is now a historic district. If your house is there, ask the city what district review covers before you change a roof's color or material.

The City of Clearwater's Permitting office, for every address inside the city, Clearwater Beach included. Pinellas splits permitting across many offices: the county's Building Services handles unincorporated areas plus six small cities, among them Safety Harbor and Belleair Beach next door, and Belleair Bluffs moved its permits to SAFEbuilt, a private provider, on August 15, 2025. With that many offices, confirm the right one for the exact address before the job is scheduled.
How high did Helene's surge reach in Clearwater?
High enough to set a record at the city's tide gauge. NOAA's report on Helene lists 6.75 feet above mean higher high water at a USGS sensor on Clearwater Beach and 6.67 feet at the NOS gauge at Clearwater, whose records begin in 1973; the old high came from the March 1993 Superstorm. Across Pinellas and Hillsborough combined, the report counts at least 419 homes destroyed and 18,512 structures with major damage. How old are the houses in Clearwater?
The median Clearwater home was built in 1978. By the Census Bureau's 2020–2024 survey, 55.9% of the city's homes were built before 1980, 84.1% before 2000 and only 6.5% in 2010 or later. About 53.62 inches. That is NOAA's 1991–2020 normal at St. Pete-Clearwater International Airport, and roughly 62–63% of it falls from June through September. The city also sits in what the National Weather Service calls Lightning Alley, the corridor from Tampa Bay across the state that gets the most lightning in the country, with more than 90% of it from May through October.
