The median home here was built in 1959, and 74.9 percent of homes were built before 1980. Only 3.3 percent of homes there went up in 2010 or afterward. That pattern suggests many roofs on the island are well past a typical service life, so a roof inspection is a sensible first step for most owners.

Insurers pay attention to roof age. Citizens Property Insurance requires documentation of at least five years of remaining useful life for roofs older than 25 years if the roof is a soft type such as shingle. With tile or metal roofing, the age limit is set at 50 years. If your roof is near those marks, ask your insurer or agent what documentation they need.

How the 25 percent rule works, and the situations that trigger a complete roof replacement

Florida's building code limits partial roof work in any 12-month period. Not more than 25 percent of the roof area may be repaired, replaced or recovered in that window unless the whole roof system is replaced or recovered. This is the rule people search as the 25 percent roof rule.

There is an exception for roofs built or repaired under the 2007 Florida Building Code or later. For those roofs, only the repaired part must meet the current code. No city or county ordinance can override that exemption. Ask the building office which edition your roof was permitted under.

The 25% rule limits how much of an existing roof can be repaired, replaced or recovered in any 12-month period, to 25 percent of the total roof area, unless the entire roof system is replaced or recovered. For Redington Beach homes, the Redington Shores Building Department enforces this. When your roof was built or fixed under the 2007 Florida Building Code or a later edition, just the section that was repaired has to satisfy the current code. What is the new law in Florida about roofs?

The main change on the horizon is the Ninth Edition of the Florida Building Code, effective December 31, 2026. Any permit request or set of plans filed on or after that date has to follow the current code. The current 2023 edition took effect December 31, 2023. Redington Beach permit work runs through the Redington Shores Building Department, so ask that office which edition applies to your project.
