Leesburg's older housing and the age of its roofs

Census estimates for 2020 to 2024 count 14,883 housing units in Leesburg, and only 13.4 percent of them went up in 2010 or later. Across Lake County the median home dates to 1997, twelve years newer than the city's. In a city this settled, the date of the latest re-roof usually tells more than the year the house went up.

Insurers look at the roof's age, not the house's, and Florida counts it from the last date the whole roof surface was built or replaced. Under Fla. Stat. 627.7011(5), a homeowner's policy cannot be refused or non-renewed only because the roof is under 15 years old; past that age, the insurer must let the owner pay for an inspection before it demands a new roof. Citizens adds a 4-point inspection, roof included, for applications on homes more than 20 years old.

Code era decides how far a repair can go. A roof system put on before the 2007 Florida Building Code took effect on March 1, 2009 falls under the 25 percent rule: redo more than a quarter of it, or of one roof section, within 12 months and the whole roof or section has to meet current code. A roof installed to the 2007 code or later needs only the repaired part brought up to date.

Ownership sets the timing as well. Owners occupy 62.6 percent of Leesburg's occupied homes, which leaves more than a third in landlords' hands. The city's growth has long followed its pull as a retirement destination, and new neighborhoods have been planned around it: in 2017 The Villages' holding company planned about 4,500 homes on 2,600 acres along County Road 470.

Inside the city limits, roof permits come from the City of Leesburg Building Department, whose official page links to its Building Permits portal. Lake County leaves permitting to each of its 14 municipalities, and land outside them goes to the Lake County Office of Building Services. Look up whether a parcel is inside the city before an application goes in, because that settles which office reviews and inspects the job.

A re-roof is exempt from plan review, yet it is still inspected twice: the sheathing and dry-in first, then the finished roofing. Every roofing product used needs Florida product approval.

Hurricane gusts on record at Leesburg's airport

National Hurricane Center storm reports include readings from Leesburg International Airport, and three recent hurricanes left numbers there:

  • Irma, 2017: 42-knot sustained wind and a 60-knot gust, with 10.13 inches of rain at a Leesburg gauge.
  • Nicole, 2022: 31-knot sustained wind and a 43-knot gust, with 2.37 inches of rain.
  • Milton, 2024: 43-knot sustained wind and a 72-knot gust, about 83 mph, while a gauge 5.5 miles south of town caught 8.89 inches.

FEMA's major disaster declarations for Irma, Ian, Nicole and Milton each opened individual assistance to Lake County households. Wind in that range finds shingles that have lost their seal. University of Florida researchers found asphalt shingles tend to come partly unsealed after their first four years, most often at exposed corners, and FEMA cites a Florida study that found unsealed shingles among the sources of failure.

Who issues roof permits for a Leesburg home?

For an address inside the city, the City of Leesburg Building Department issues the permit, and its official page links to the city's Building Permits portal. If the parcel sits outside the city limits, the Lake County Office of Building Services handles it, because each of the county's 14 municipalities runs its own permitting. Either way, the permit has to come from the office with jurisdiction before work starts.

How strong has hurricane wind been in Leesburg?

Hurricane Milton brought the strongest gust in these airport readings in 2024: 72 knots, about 83 mph, at Leesburg International Airport, over 43-knot sustained wind. Irma's gust there reached 60 knots in 2017 and Nicole's 43 knots in 2022. Does Leesburg get a lot of rain?

Less than most of Florida over a year, but not less in a downpour. The NOAA normals station at Leesburg's airport averages 43.78 inches a year, the lowest of ten Florida stations compared on this site, against 67.41 at Miami. NOAA Atlas 14, though, puts Leesburg's five-minute rate in a 10-year storm at 9.29 inches an hour, above the 8.71 it gives Orlando. June through August brings 19.49 inches of that yearly total.

Is there a state program that helps strengthen roofs on older Leesburg homes?

Yes, on paper. Fla. Stat. 215.5586 created the My Safe Florida Home Program, which offers inspections for site-built, owner-occupied single-family homes with a homestead exemption, plus matching grants toward roof-to-wall connections, roof-deck attachment, secondary water resistance and a new roof covering. Grants carry conditions, among them a value cap and a build date before 2008. In Leesburg, 68 percent of homes were built before 2000. The statute says the program creates no entitlement, and whether applications were open in October 2026 could not be confirmed.
