Roofing in Homosassa Springs, Florida

Homosassa Springs is the largest community in Citrus County, and its housing is unusual: 52.8 percent of homes here are mobile homes. That changes which rules apply to your roof. Most homes also predate 2000, so many roofs are likely near or past the age where insurers start asking questions.

Permits

Who issues your roof permit here

Homosassa Springs is not a city, so the Citrus County Building Division handles roof permits and inspections. The division also manages floodplain rules with FEMA and the Florida Division of Emergency Management. Inverness and Crystal River run their own permitting inside city limits, but that does not apply to you.

County re-roof permits ask for the product-approval installation documents for your underlayment and roof covering. They also require inspection photos uploaded as PDFs through the contractor portal: drip edge, flashing, fasteners, penetrations and every roof plane. A notarized inspection affidavit follows the sheathing and fastener inspection.

Ask your roofer whether a Notice of Commencement applies to your job. Florida's code requires it to be recorded and posted before the first inspection, and the permit card warns you could end up paying twice if it is skipped.

Roof age

Old homes and the 15-year insurance line

Of the homes here, 76.5 percent were built before 2000, and only 10 percent date from 2010 or later. That suggests many roofs in Homosassa Springs have been replaced at least once, and some are likely old enough to draw an insurer's attention. Check your own roof's install date rather than assuming from the neighborhood.

Florida Statute 627.7011(5) bars an insurer from declining a policy only because the roof is under 15 years old. When your roof is 15 years or older, you can pay for an authorized inspector to examine it. Should the inspector find 5 or more years of useful life remaining, age alone cannot be the insurer's reason to refuse or non-renew. Your agent can explain how this applies to your policy.

Local rules

Mobile homes and the 25 percent rule

Citrus County has more mobile homes than the state as a whole, and Homosassa Springs sits far above the county figure at 52.8 percent. Ask the Citrus County Building Division which standard governs your roof before you sign anything.

For site-built homes, the 25 percent rule limits repairs: no more than 25 percent of a roof area can be repaired or replaced in 12 months unless the whole roof is redone. An exception applies when that roof was built, repaired or replaced under the 2007 Florida Building Code or later. The 2007 code took effect March 1, 2009, so many older roofs here will not qualify.

  • Largest community in Citrus County and principal community of the Homosassa Springs metro area; named for the warm spring in Homosassa Springs Wildlife State Park that draws manatees.
  • Hurricane Helene (2024): storm surge inundated at least 300 homes in Crystal River and Homosassa Springs with water up to 5 ft deep inside homes; crews rescued 85 people and pets.

Storms

Storm surge and rain in Citrus County

Helene in 2024 flooded at least 300 homes in Crystal River and Homosassa Springs, with water up to 5 feet deep inside some. Surge reached 9.0 feet above mean higher high water at the mouth of the Crystal River. Citrus County is a Gulf coast county where water makes up 24.8 percent of total area.

Rain is a roof problem too. NOAA Atlas 14 puts a 10-year storm here at 2.92 inches in one hour, and a 100-year storm at 12.8 inches over 24 hours. Irma in 2017 dropped 8.20 inches at Inverness Pool. Flashing, underlayment and drip edge matter at those rates.

Questions

Homosassa Springs roofing questions

What is the 25% roof rule in Florida?

If you repair, replace or recover more than 25 percent of a roof section within 12 months, the code requires the whole roof section to be brought up to current code. An exception covers roofs built, repaired or replaced under the 2007 Florida Building Code or later, which took effect March 1, 2009. With 76.5 percent of Homosassa Springs homes built before 2000, many roofs here may fall outside that exception. Confirm with the Citrus County Building Division.

Who do I call for a roof permit in Homosassa Springs?

The Citrus County Building Division handles permitting and inspections for Homosassa Springs. Only Inverness and Crystal River run their own permit offices inside city limits. County re-roof permits need product-approval installation documents, inspection photos uploaded through the contractor portal, and a notarized inspection affidavit. In-person inspections are what owner-builder permits receive in their place.

Can my insurer drop me because my roof is 15 years old?

Florida Statute 627.7011(5) bars an insurer from declining a policy only because the roof is under 15 years old. Once it reaches 15 years of age or more, an authorized inspector may examine it, and you cover the cost. If it shows 5 or more years of useful life left, the insurer cannot refuse or non-renew for age alone. Age matters locally, since the median age here is 50.9 years, and many older homeowners carry roofs that have been on the house for a long time. Ask your agent about your own policy.

How much rain should a Homosassa Springs roof handle?

NOAA Atlas 14 shows a 10-year storm here dropping 2.92 inches in one hour, and a 100-year storm dropping 12.8 inches in 24 hours. In 2017, Hurricane Irma dropped 8.20 inches of rain on Inverness Pool. Water has to leave the roof fast, so flashing and drip edge details matter.
