That office enforces the 2023 Florida Building Code, Eighth Edition, offers a Re-Roof / Roof-Over permit type and states a 135 mph wind speed design criterion for the county. Sumter is not in the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade counties, so Webster roofs follow the standard residential roof chapter.

Hurricane Hermine in 2016 dropped 6.54 inches on a CoCoRaHS gauge a mile north-northwest of Bushnell, Webster's neighbor, and FEMA's DR-4280 designated Sumter County for public assistance. Irma, Ian, Nicole, Idalia, Debby, Helene and Milton each brought another federal declaration for the county through 2024.

Wind has its own entry. The Florida tornado outbreak of February 2, 2007 reached Sumter County too, a reminder that roof edges and ridges here get tested by more than hurricane season.

Does a Webster mailing address mean the city permits my roof?

No, and since April 1, 2025 it makes no difference which side of the city line you are on. ZIP code 33597 covers Webster plus Oak Grove, St. Catherine, Croom-a-Coochee, Tarrytown, Linden and part of Mabel, but Sumter County Building Services issues building permits for all five cities and the unincorporated county alike. Ask for the Re-Roof / Roof-Over permit type for a replacement.

Is Webster in Florida's High-Velocity Hurricane Zone?

No. The Florida Building Code limits the High-Velocity Hurricane Zone to Broward and Miami-Dade counties, so Webster roofs follow the regular residential roof chapter rather than Chapter 44 and FBC-Building sections 1512 to 1525. That does not make wind a small matter here: Sumter County's stated design wind speed is 135 mph, and the 2023 code's sheathing nailing and drip edge rules tighten as design speed rises.

How old are houses in Webster?

Older than most of Sumter County. The median Webster home was built in 1981, 76.5 percent were built before 2000, and 12.2 percent date from 2010 or later, by the Census Bureau's 2020-2024 survey; the county's median build year is 2006. For roofs, that means much of Webster's housing went up before Florida's first statewide code took effect on March 1, 2002, and a full re-roof is when the deck attachment gets brought up to the current table.

When does the roof code change next for Webster?

For permit applications submitted on or after December 31, 2026, the Ninth Edition of the Florida Building Code applies. Until then Sumter County Building Services, which permits Webster roofs, enforces the 2023 Eighth Edition, in effect since December 31, 2023. If you are planning a re-roof around the turn of the year, the filing date of the permit application decides which edition the work is held to.
