A 2004 median and what it means for Winter Garden roofs

Winter Garden's median home was built in 2004, ten years after Orange County's 1994 median. 26% of homes went up in 2010 or later and 15.4% predate 1980, against 26.1% countywide. That leaves the middle group, built between 1980 and 2009, holding most of the city's houses, and NRCA says most new roofs are designed to give about 20 years of service.

Owners hold 65.7% of occupied homes, and 68.9% of housing units are detached houses, so most roof decisions here belong to the person who lives under the roof. Mobile homes are 4.2% of the city's housing, more than the county's 3.1% share, and some of their insurance rules differ (see the questions below).

For a house at the 2004 median that still has its original roof, the insurance clock is already running. Florida's 15-year rule means the insurer must let you have the roof inspected before it requires a replacement, and Citizens asks for a 4-point inspection on applications for homes more than 20 years old.

Roofs in the Historic Downtown Overlay District

Most of Winter Garden's historic buildings date from 1915 to 1940, and the city has drawn a Historic Downtown Overlay District around its old center; a National Register proposal dates from 1995. Before you choose a covering or a color for a building inside the overlay, ask the city what review applies.

On buildings that age, the code's tear-off triggers are worth knowing before anyone prices a job. Florida's code requires a full tear-off where a roof already has two or more layers, is water-soaked, or is too deteriorated to serve as a base for a new covering.

Who permits a roof in and around Winter Garden

Inside city limits, the City of Winter Garden Building Department issues roof permits. Next door, Horizon West is unincorporated; the county calls it the fastest growing community in unincorporated Orange County, about 20,704 gross acres, and its permits go to the Orange County Division of Building Safety through the Fast Track portal. Your parcel's side of the city line decides which counter takes the application, so confirm it first.

Either way, a re-roof skips plan review but not inspection. The inspector comes for the sheathing at dry-in, and again for the finished roofing, which covers dry-in, insulation, the roof covering and flashing.

Lake Apopka's shore and the storms that reach it

Water covers 9.1% of Winter Garden's total area, 1.6 of its 17.9 square miles, close to the county's 10.0%. The city grew up on the south shore of Lake Apopka, and storms here bring wind and water together.

Milton in 2024 brought Orange County gusts of 55 to 75 mph, locally 87, and 4 to 8 inches of rain with street flooding. Ian in 2022 caused widespread and historic flooding in the county. After either kind of storm, check from the ground for missing ridge vents and lifted shingle corners; FEMA found that a lost ridge vent alone can open the deck to enough water to bring ceilings down.

Only if the property sits inside the Historic Downtown Overlay District, the city's designated historic area, where most historic buildings date from 1915 to 1940. The City of Winter Garden publishes Historic District information and can tell you whether your parcel is inside the overlay and what review a roof change would get. Ask before you settle on a covering or color, and before the roof permit is filed.

Who issues roof permits in Winter Garden?

For addresses inside city limits, the City of Winter Garden Building Department. Horizon West and other unincorporated areas nearby go to the Orange County Division of Building Safety, which takes applications online through Fast Track. Do insurance roof rules differ for mobile homes in Winter Garden?

Some do. Mobile homes are 4.2% of Winter Garden's housing. Senate staff note that the 15-year roof statute, Fla. Stat. 627.7011(5), does not apply to mobile home policies. Citizens' 4-point inspection rule does reach mobile home applications on properties more than 20 years old, and its roof section records the covering, age, remaining life and condition. How hard does it rain in Winter Garden?

Hard, and in bursts. NOAA Atlas 14 puts the city's 10-year, 5-minute rate at 8.92 inches an hour and its 100-year, 1-hour rate at 3.87. Orlando Executive Airport's 1991-2020 normal is 51.47 inches a year, and almost half of it, 23.90 inches, falls from June through August. Florida's plumbing code sizes gutters by the flow coming off the roof, and that burst is the flow to plan for.
