What is the 25% roof rule in Florida?

Under the 25 percent rule, a roof that has more than a quarter of its area repaired, replaced or recovered within any 12-month span must have the whole system brought up to current code. The limit is not more than 25 percent of the total roof area. When the existing roof was built or repaired under the 2007 Florida Building Code or a newer edition, just the portion you work on has to satisfy current code. No city or county may alter this exception through its own ordinance.
