Belleview's housing belongs mostly to the last century. The Census Bureau's 2020-2024 survey places 72.1 percent of the city's 2,874 housing units before 2000, against 62.5 percent across Marion County, and only 10.2 percent in 2010 or later. The National Roofing Contractors Association says most new roofs are designed for about 20 years of service, so a house from the 1985 median year is likely on its second roof, if not its third.
Those older houses meet the modern code at the next re-roof. Florida's statewide code did not replace local rules until March 1, 2002, and stripping a covering off a house built before then brings two upgrades: the deck is re-nailed to today's table and a secondary water barrier goes down under the new roof (R908.7). Patching has a limit as well. A roof that was not built to the 2007 code or later may have only a quarter of a roof section redone in 12 months before the whole section must be replaced. Mobile homes are the other half of the picture. They make up 24.2 percent of Belleview's housing units, against 18.2 percent across Marion County and 8.0 percent statewide. The 15-year roof rule in section 627.7011 is written for homeowner policies, and Senate staff note it does not reach mobile home policies. Belleview's own building division
Belleview handles its own permits. Inside the city limits, City of Belleview Building Division staff enforce the Florida Building Code and issue permits for construction and improvements, so a re-roof in town goes to the city rather than the county. If your house sits outside those limits, Marion County Building Safety is the office instead.
The division also publishes a Storm Recovery Permitting Guide. After a hurricane, that guide and the division's staff are the place to start, before any storm repair begins.
Applications filed on or after December 31, 2026 fall under the Ninth Edition of the Florida Building Code, which replaces the Eighth Edition in force since December 31, 2023.

FEMA major disaster declarations named Marion County for eight hurricanes between 2016 and 2024: Hermine, Irma, Ian, Nicole, Idalia, Debby, Helene and Milton. Milton's rain was heavy close to town, with 8.59 inches recorded at a volunteer gauge 4.8 miles east of Belleview.
The county is inland, and hurricanes generally reach it with less force than they bring to the coasts; its main natural threats are high winds and flooding, with tornadoes a concern too. Its climate station in Ocala averages 51.64 inches of rain a year, 21.42 of them from June through August, and NOAA Atlas 14 puts a 10-year, five-minute burst at Belleview at 9.73 inches an hour. Who issues roof permits in Belleview?
The City of Belleview Building Division, for any house inside the city limits. Its staff enforce the Florida Building Code and issue permits for construction and improvements, and a re-roof counts as one. Expect no plan review, because the building code exempts reroofs from plans examination, but expect two inspections: the sheathing or dry-in check while the deck is open, and a final roofing inspection. Is my Belleview house old enough for the 25 percent rule to matter?
Probably, unless the roof has been replaced since March 1, 2009. Florida's code lets no more than 25 percent of a roof section be repaired or replaced in any 12 months unless the whole section is brought up to code, and only roofs built to the 2007 code or later are exempt (Fla. Stat. 553.844(5)). In Belleview, 72.1 percent of homes were built before 2000 and the median home dates to 1985, so original roofs here sit on the capped side of that line. The rule is about how much may be patched; it says nothing about what an insurer pays.

When is the best time to have a Belleview roof checked?
Spring, before hurricane season opens on June 1, with a second look in the fall. NRCA suggests inspecting a roof in the fall and the spring, when cracked or missing shingles, loose flashing and granules in the gutters are easy to catch. Timing matters here because summer is the wet season: the county's Ocala station averages 21.42 inches of rain from June through August, and the Atlantic season peaks around September 10. Milton still left 8.59 inches near Belleview in 2024, so check again after any named storm.

Can I replace my own roof in Belleview?
Florida lets an owner act as his or her own contractor on a one- or two-family home for the owner's own use, personally supervising the work (Fla. Stat. 489.103(7)). The permit still comes from the City of Belleview Building Division, and the roof still has to pass the sheathing and final roofing inspections, including the deck re-nailing and secondary water barrier that a re-roof on an older house requires. With a 1985 median build year, many Belleview decks will need that work.
