How old are Lakeland roofs?

The median Lakeland home was built in 1983, and 45 percent of homes here predate 1980. Only 12.4 percent went up in 2010 or later. Compare that with Davenport, where 71 percent of units are that new. A typical Lakeland roof has likely been replaced at least once already.

Roof age matters for insurance. Citizens Property Insurance asks for documentation of at least five years of remaining useful life on roofs older than 25 years if they are shingle, or 50 years if they are tile, slate, clay, concrete or metal. A 1983 house with its original shingles would be well past that line. Your own carrier sets its own roof-age rules, so put that question to your agent.

About 56 percent of occupied homes here are owner-occupied, and 21.5 percent of residents are 65 or older. Many Lakeland owners are deciding on a roof they plan to live under for another decade or two.

Who issues roof permits in Lakeland

The City of Lakeland Building Inspection office, part of Community & Economic Development, handles roof permits inside city limits. Its Permit Requirements page says anyone installing or replacing roof coverings must first apply to the building official. Outside city limits, in places like Lakeland Highlands or Medulla, confirm with the building office which jurisdiction applies to your address.

The permit card carries a warning about the Notice of Commencement. The Florida Building Code says skipping it could mean paying twice for the work. The notice must be recorded and posted on the job site before the first inspection.

Permits also run on clocks. Work must start within 6 months of issuance, and a permit lapses if work stops for 6 months. An application is treated as abandoned 180 days after filing unless pursued in good faith.

Historic review

Historic districts and what they mean for a reroof

Lakeland has seven local historic districts covering 1.42 square miles and more than 1,600 historic buildings. About 6 percent of residents live in one. The National Park Service also lists eight National Register districts here, including Dixieland, Munn Park and South Lake Morton.

The city treats roof replacement as a minor project that staff can review and approve. Full design review applies to exterior structural changes. If your house sits in a local district, confirm with the city before ordering material, since color and material can still draw questions.

25% rule

The 25% rule and a Lakeland reroof

The Florida Building Code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period. Go past that and the entire roof system or section must be replaced or recovered. There is an exception. If the existing roof was built or replaced under the 2007 Florida Building Code or any later edition, only the repaired part must meet current code.

For a 1983-era house, the roof likely falls outside that exception, so a large repair can turn into a full replacement. Have your roofer measure the affected section against the total before you sign anything.

The weather here is not coastal, but it is hard on roofs. Hurricane Milton put 8.93 inches on Lakeland-Linder International Airport in one day, its highest 1-day total since records began in 1948. An EF2 tornado in October 2019 ran 11.45 miles from the airport area toward Kathleen and damaged roofs, fascia and screen enclosures.

Ian in 2022 gusted to 78 mph in Bartow, and Irma in 2017 gusted to 75 knots near Bartow. Normal rain is 56.82 inches a year at the Lakeland 2 station, with 26.62 inches falling June through August. A 10-year, 1-hour storm drops 2.83 inches an hour by NOAA Atlas 14, so flashing and drainage details matter.
