Built in 2007: what Minneola's median year means for a roof

A house finished in 2007 was permitted before the 2007 Florida Building Code took effect on March 1, 2009, and that date comes back at repair time. Under Fla. Stat. 553.844(5), a roof built, repaired or replaced to the 2007 code or a later edition can have a quarter or more redone with only the new work held to today's code. A roof from before that line, never replaced, is capped by section R908.1.1: patch more than 25% of a roof section in 12 months and the whole section has to come up to code.

The oldest part of town, 25.8% of homes, went up before 2000, ahead of the statewide code that replaced local codes on March 1, 2002. At the other end, 41.6% of Minneola's homes date from 2010 or later, against 21.5% across Lake County. Many still wear their first roof, and Florida insurance law treats a roof differently once it reaches 15.

Owners occupy 81.9% of Minneola's occupied homes, and the median resident is 36.4 years old, against 46.5 for the county. The Census survey puts the city's mobile-home share at 0.0%, while mobile homes are 16.3% of housing units countywide, so the site-built rules on these pages fit nearly every house here.

Lake County holds 250 named lakes and 1,735 other bodies of water, and water covers 18.9% of its area. Rain is the steady load: NOAA's 1991-2020 normals give the Clermont 9 S station in south Lake County 50.64 inches a year, 23.48 of them from June through August.

Storms bring the peaks. In 2024 Hurricane Milton left 11.26 inches on a gauge 5.1 miles northeast of Groveland and 10.83 inches on one 6.1 miles north-northeast of Clermont, and the Leesburg airport logged a 72-knot gust. Hermine dropped 8.58 inches just southwest of Clermont in 2016, and Ian's 10 to 20 inches in 2022 flooded lakes and creeks across central Florida, Lake County among them.

Permits, inspections and the code edition in Minneola

Minneola handles its own permits. Each of Lake County's 14 municipalities runs its own permitting, with city staff or a contracted provider, so a re-roof inside city limits goes to the City of Minneola Building Department, and Lake County's Office of Building Services covers only unincorporated land.

Florida exempts re-roofs from plan review but not from inspection: section 110.3 of the building code calls for a sheathing or dry-in check and a roofing inspection of the dry-in, insulation, coverings and flashing. A permit lapses if work has not started within 6 months, and applications submitted on or after December 31, 2026 are judged against the code's Ninth Edition. Who issues roof permits in Minneola?

The City of Minneola Building Department. Lake County leaves permitting to each of its 14 municipalities; only unincorporated land goes to the county's Office of Building Services. Florida's code requires a permit to alter or repair a building but lets the building official approve ordinary minor repairs without one, so whether a small patch needs paperwork is the department's call; a full re-roof is not a minor repair.

How old is the typical roof in Minneola?

The median Minneola home was built in 2007, so an original roof on that house turns 19 in 2026. Florida law bars an insurer from refusing or non-renewing a homeowner's policy for roof age alone while the roof is under 15. Past 15, the insurer must accept an inspection by an authorized inspector, at the homeowner's expense, and cannot drop the policy for age alone if it shows at least five years of useful life.

What is Florida's 25% roof rule, and how does it apply in Minneola?

Over a year the Clermont 9 S station averages 50.64 inches, and Hurricane Milton left 10.83 inches on a gauge north-northeast of Clermont in 2024.
