The 25 percent rule limits repair, replacement or recovery to 25 percent of a roof or roof section in any 12-month period. That carve-out applies to any roof built, fixed or re-covered under the 2007 Florida Building Code or a newer edition, a code that became effective March 1, 2009. In that case, only the portion you repaired has to comply with today's code.
After the permit is issued, work must start within 6 months, or the permit lapses. File the Notice of Commencement ahead of the initial inspection. Skipping that step could leave you covering the same job's costs a second time. Permit applications submitted on or after December 31, 2026 will be reviewed under the Ninth Edition code.
