Miami-Dade permitted 2,666 new single-family homes in 2025, up from 2,133 in 2020, plus 13,292 units in 160 buildings of five or more units, according to the Census Bureau's Building Permits Survey. New construction roofing in Miami-Dade means building those roofs to HVHZ rules from the deck up, under a code edition that changes on December 31, 2026.

New roofs on new buildings, in short
Permit applications submitted on or after December 31, 2026 must follow the Ninth Edition of the Florida Building Code; earlier ones fall under the 2023 Eighth Edition. In the HVHZ, new low-slope decks need at least 1/4:12, tile and metal have their own minimum slopes, and the roofing permit lists a product approval for every component.

Where Miami-Dade is still building
Only 11.4% of the county's housing dates from 2010 or later, yet the permit files show steady new work: 2,231 single-family units in 2024 and 2,666 in 2025. Multi-unit building runs larger, from 8,068 units in buildings of five or more in 2024 to 13,292 in 2025.
The newest housing sits at the edges. Doral, which grew around golf courses in western Dade County, and Princeton and Naranja in the south have the county's most recent median build years, and Homestead and Florida City each logged hundreds of new single-family permits in the Census place file for 2025.

Eighth Edition now, Ninth Edition from December 31, 2026
The 2023 Florida Building Code, Eighth Edition, has been in effect since December 31, 2023. Miami-Dade RER's notice on the next one is plain: the Ninth Edition becomes effective on December 31, 2026, and every permit application and set of plans submitted on or after that date must comply with it.
For a builder with phased permits, that date can put homes in the same project under two editions. The submission date on each application decides, so it belongs on the schedule.
HVHZ
HVHZ roof details to settle at design
- Low-slope decks on new buildings need at least 1/4:12 (FBC-B 1515.2.2.1).
- Minimum slopes by covering: mechanically fastened tile 4:12, mortar- or adhesive-set tile 2:12, architectural metal panels 2:12, and standing seam panels that pass ASTM E2140 as low as 1:12 (Table 1515.2).
- The HVHZ Uniform Roofing Permit Application carries the product approval or NOA numbers and the owner's notification.
Inspections follow the code's order: foundation, framing with trusses and connectors, sheathing with roof and wall dry-in, exterior wall coverings and soffit, roofing, and final (FBC-B 110.3).
Contracts
Who installs the roof, and what the builder owes
Under Fla. Stat. 489.113(3), a general, building or residential contractor must subcontract roofing unless it holds a roofing certificate or registration. The exception lets it install asphalt, fiberglass or wood shingles and shakes on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor.
Since July 1, 2025, Fla. Stat. 553.837 has required builders to warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Normal wear and tear, settling, owner-caused defects and acts of God such as a natural disaster are excluded.

Which building code applies to a new home permitted in Miami-Dade?
Whichever edition is in force on the date your permit application goes in. Applications submitted before December 31, 2026 fall under the 2023 Eighth Edition; from that date on, Miami-Dade RER says all applications and plans must comply with the Ninth Edition. With 2,666 single-family units permitted countywide in 2025, plenty of projects will straddle the switch, so check each application's date.

What is the minimum roof slope for tile in Miami-Dade?
In the HVHZ it depends on how the tile is attached. Table 1515.2 sets 4:12 for mechanically fastened tile and 2:12 for tile set in mortar or adhesive; architectural metal panels need 2:12, and standing seam panels that pass the ASTM E2140 water test can go as low as 1:12. New low-slope decks need at least 1/4:12. These HVHZ minimums govern every new roof across Miami-Dade's 1,900 square miles of land.

Can a general contractor install the roof on a new Miami-Dade home?
Unless it also holds a roofing certificate or registration, only shingle roofs on a building it is constructing itself. Fla. Stat. 489.113(3)(b) lets a general, building or residential contractor install asphalt, fiberglass or wood shingles and shakes on its own new building; other roofing goes to a roofing contractor, and section 489.113(3)(g) bars a general contractor from advertising as a roofing contractor without a roofing credential. On the 2,666 single-family homes permitted here in 2025, any tile, metal or membrane roof falls to a roofing contractor.

What must a builder fix on a new Miami-Dade home in its first year?
Construction defects that cause a material violation of the Florida Building Code. Fla. Stat. 553.837, in effect since July 1, 2025, makes the builder answer for defects in equipment, material or workmanship, its own or its subcontractors' and suppliers', for 1 year from the first title transfer or first occupancy, whichever comes first. Normal wear and tear, settling, owner-caused defects and acts of God are excluded. That reaches the roofs on the new single-family homes Miami-Dade permits each year, 2,666 of them in 2025.
