The City of South Miami Building Division handles roof permits. Call the office to confirm the current process for your address before work starts.
- Once the roof framing and bracing stand, the framing inspection takes place.
- Sheathing inspection, either as part of a dry-in inspection or separately once the deck fasteners are complete.
- A roofing inspection covers the dry-in stage, insulation, the roof covering and the flashing.
- Final inspection once the work is complete.
Deck fastening is checked closely. Sheathing must use ring-shank nails of the type named in the code, and the dry-in underlayment must follow one of three approved options before tile, metal or shingles go on.

Scheduling the roof with the build
Roofing comes after framing and before the final. Schedule it only after the framing inspection passes. Tile must sit over solid sheathing unless tested otherwise, and the installer must follow the manufacturer instructions.
Tile, metal and membrane roofs need to be installed by a contractor holding a roofing certificate or registration. A general contractor may install asphalt shingles only on a new building it built itself.

What is the 25% roof rule in Florida?
The rule says no more than 25 percent of an existing roof area can be repaired, replaced or recovered in any 12-month period unless the entire roof covering is replaced. The existing roof is exempt if it was constructed under the 2007 code or a newer one. In that case, only the section being repaired needs to satisfy current code. Local governments cannot amend that exception. Confirm how it applies to your roof with the Building Division.

Does my new South Miami roof need Miami-Dade approval?
Yes, in Miami-Dade, which sits inside the High-Velocity Hurricane Zone, roofing products must carry Miami-Dade approval. A Notice of Acceptance carries an expiration date, and it must be available at the job site if the building official asks. Check the NOA number and date on the product before installation.
