Which code edition governs a new roof in Goulds

The Eighth Edition of the Florida Building Code, which dates to 2023, took effect on December 31 of that year. Any application submitted on December 31, 2026 or later will be governed by the Ninth Edition, which starts applying on that same date. A builder planning a Goulds home around the turn of 2026 should confirm which edition its application will fall under before the plans are filed.

Because Miami-Dade sits in the High Velocity Hurricane Zone, it applies the stringent wind rules South Florida introduced following Hurricane Andrew, a status shared with only one other county. The HVHZ rules are stricter than the statewide code, so a Goulds roof design is judged against them.

Shingle roofs also need drip edge at the eaves and gables, fastened at 12 inches on center, or 4 inches on center where design wind speed is 110 mph or more. Those tighter spacings apply in areas of higher wind exposure.

  • Confirm the underlayment method on the plans before the deck is covered.
  • Ask whether the roof is in the HVHZ and which NOA numbers are listed on the permit.
  • Keep the product approval paperwork on the job site for the building official.

Can a general contractor install a new roof in Goulds?
