If you are building new here, the roof is one of the most closely checked parts of the project, and it has to meet the rules that apply to the permit date.

The code edition that governs your new roof
Right now, the 2023 Florida Building Code, Eighth Edition, is the one enforced. A Ninth Edition takes effect on December 31, 2026. Permit applications and plans submitted on or after that date must follow the new edition. For a Tamiami build, the filing date decides which set of rules your roof is designed against, so check the date before you finalize the roof plans.
Because Tamiami is located in Miami-Dade County, it falls inside the High Velocity Hurricane Zone, one of only two counties that carry this designation. The county building office, Regulatory and Economic Resources, issues the permits for this area. Expect stricter review of the roof than a plain statewide rule would require, and ask the office which edition applies to your filing date.
What the inspector checks
Approval of the deck, underlayment, and products for a new roof
The roof deck must be fastened with ring shank nails from the code's listed types before the roof covering goes on. Under a shingle, metal or similar roof, you choose one of three dry-in methods. One is a full self-adhering polymer-modified bitumen underlayment. Another is a 3 3/4-inch membrane strip over each deck joint with an approved underlayment across the roof. The third is two layers of listed felt-type underlayment nailed at set spacing.
Statewide, every roofing product must pass mandatory product approval. In the High Velocity Hurricane Zone, the roofing permit application carries the product approval or Notice of Acceptance number. A product sold as hurricane or wind protection must carry that approval, and the Miami-Dade Product Control Section reviews and approves or denies these products. Ask your roofer for the approval number and check it against the official lookup before the material arrives on site.
Sequence and clocks
Booking the roof alongside the build and its required inspections
Per the code, the inspection sequence runs foundation, framing, sheathing, exterior wall coverings and soffit, roofing, and finally the final inspection. Sheathing may be checked as part of a dry-in inspection or separately once all roof and wall sheathing and fasteners are complete. Plan the roof crew around those dates, because the roofing inspection cannot pass until the sheathing and dry-in are approved.
Your permit has clocks. A permit expires if work hasn't begun within 6 months of issuance, and it also lapses when work pauses for 6 months. Work counts as active when an approved inspection occurs within 180 days. Confirm the Notice of Commencement is recorded and posted before the first inspection, because the permit card warns that skipping it can mean paying twice for the improvements.

Which Florida building code applies to a new roof in Tamiami?
At present, the 2023 Florida Building Code, Eighth Edition, is the edition you'll follow. Who can install the roof on a new home in Tamiami?
A general contractor must subcontract roofing unless it holds a state roofing certificate or registration. A builder may install asphalt or fiberglass shingles itself, but only on a new building it constructed. Work on tile, metal, and membrane roofs must be handled by a contractor holding certified or registered roofing status. A general contractor certified after 1973 may not advertise as a roofer without that certification. Tamiami homes are fairly modern too, with a median build year of 1984, so many roofs here are already decades old and worth inspecting. Check the license status on the state's contractor lookup before signing.

Does a new home in Tamiami have a builder warranty on the roof?
Florida Statute 553.837, effective July 1, 2025, requires a builder to cover construction defects in equipment, material or workmanship that cause a material violation of the Florida Building Code, for 1 year from the first conveyance or occupancy, whichever comes first. Under the statute, coverage does not extend to normal wear and tear, settling, defects caused by the owner, or natural disasters. Read your purchase contract for the exact terms, and ask the builder to explain what it covers.

Do new Tamiami roofs need gutters and downspouts?
Yes, when the eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. Downspouts must discharge at least 1 foot away from the building sidewall, by underground piping, tail extensions or splash blocks. The gutter and downspout rule is part of the residential code, so include it in the roof plan at the start of the build. Tamiami is a community where many homes are older, with a median build year of 1984, so checking the existing drainage on any re-roof project is worth the time.
