Only 3.9 percent of Miami Beach homes were built in 2010 or later, according to the latest Census survey. That means most roofs you will work on are older ones. New construction roofing here still follows the same permit and inspection path, and the code edition you build under depends on when your permit is filed.

What a new Miami Beach roof must pass before it is sealed

Florida's building code lists the required inspections in order. The roof stage comes after framing and sheathing are complete, and the sheathing inspection can be done as part of a dry-in check or separately at the contractor's request. The roof covering is not inspected until the dry-in, insulation and flashing work is in place.

Roof sheathing must be fastened with specific ring shank nails, and the code names the allowed nail types by sheathing thickness. Your roofer should be able to show the nail spec on the plans before sheathing goes on.

Miami-Dade is in the High-Velocity Hurricane Zone, so the underlayment choice matters. The code allows three dry-in methods for shingle and metal roofs. Ask which one the crew is using and confirm it is written on the permit documents.

Permit timing and which code edition applies

Florida's Eighth Edition code has governed permits since the end of 2023. A Ninth Edition applies to filings made from late 2026 onward. If your Miami Beach project is filed near that date, confirm with the City of Miami Beach building office which edition controls before you sign a contract.

A permit becomes invalid if work does not start within six months of issue, or if work stops for six months. Active work requires an approved inspection within 180 days. A project that waits a full year between permit and first inspection will likely need a renewal.

Does the new roof need a product approval?

Yes. Florida requires statewide approval for roofing products, and Miami-Dade adds its own review on top. In Miami-Dade, the permit application carries the product approval or Notice of Acceptance number, and the county's Product Control Section approves those systems. Ask the roofer to show you the approval number and the expiration date before the roof is installed. In a county where 40.2 percent of homes sit in buildings with 10 or more units, a single approved system often covers many roofs.

Who is allowed to install a roof on a new Miami Beach home?

Under Florida law, a general contractor who lacks a roofing certificate or registration has to hand the roofing to a subcontractor. The one exception is asphalt or fiberglass shingles on a new building the builder constructed itself. Tile, metal and membrane work on Miami Beach's large multi-unit buildings goes to a certified or registered roofing contractor. A general contractor certified after 1973 may not advertise as a roofing contractor without that certification or registration. Check the license with the state before work begins.

What warranty does a builder owe on a new home roof?

Florida law requires a builder to warrant a newly constructed home for one year against defects in equipment, material or workmanship that cause a material violation of the building code. The period starts at the earlier of original conveyance of title or initial occupancy. The law excludes normal wear and tear, settling, owner-caused defects and natural disasters. Miami Beach has 63,243 housing units, so ask the builder what its written terms cover after the first year.
