The same 2025 file counts 353 units in Homestead buildings of five or more units. The population moved from 80,737 in the 2020 Census to an estimated 82,807 in the 2020-2024 American Community Survey, and 16.8% of the city's homes date from 2010 or later, against 11.4% county-wide.

Countywide, single-family permits climbed from 2,133 in 2020 to 2,666 in 2025, so Homestead's count sits inside a broader rise. For an owner or builder starting now, the calendar matters more than the trend, because the code edition changes at the end of 2026.

Code edition and inspections for a new Homestead roof

Permit applications filed now fall under the 2023 Florida Building Code, 8th edition, in force since December 31, 2023. Anything submitted on or after December 31, 2026 must meet the 9th edition, so in a phased Homestead subdivision two houses on one street can be built to different editions depending on when each application went in.

FBC-B 110.3 lists the inspections in order: foundation; framing, with trusses and connectors; sheathing, often combined with the roof and wall dry-in; exterior wall coverings and soffits; roofing, covering dry-in, insulation, coverings and flashing; then the final. The zone then adds its own stage checks for the roof system, and every roofing product on the application needs a Florida approval or Miami-Dade NOA number beside it.

Inspections can also be handled privately. Under Fla. Stat. 553.791, the owner, or the owner's contractor with written authorization, may use a private provider, a building code administrator, engineer or architect holding a state license, for plans review or code inspections. Inside the city, the City of Homestead's Building Permits office is the permitting office either way.

Does a Homestead home builder need a roofing contractor for the roof?

For most roofs, yes. Under Fla. Stat. 489.113(3), a general, building or residential contractor must subcontract roofing unless it also holds a roofing certificate or registration. The one carve-out lets it install asphalt or fiberglass shingles, or wood shingles and shakes, on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor. A general contractor whose state certificate dates from after 1973 also may not advertise as a roofer without that roofing credential. With 582 new single-family homes permitted in Homestead in 2025, the rule touches a lot of projects.

What does Florida's builder warranty law say about a new Homestead roof?

It gives one year against code violations. Since July 1, 2025, Fla. Stat. 553.837 has required a builder to warrant a newly constructed home against defects in equipment, material or workmanship, by the builder or a subcontractor or supplier, that result in a material violation of the Florida Building Code. The term is 1 year from the first title transfer or first occupancy, whichever comes first, and it excludes normal wear and tear, settling, owner-caused defects and acts of God such as a natural disaster. For a roof, that reaches a code defect, not storm damage. Homestead's 2025 permit count, 582 single-family homes, shows how many closings the law can touch in a single year.

What does the code require of soffits on a new Homestead house?

That they resist the same wind loads as the walls, a requirement Florida added with the 2007 code. FEMA's Hurricane Michael advisory explains why: it found widespread wind damage to envelope parts such as soffits, followed by costly water intrusion from wind-driven rain, and its baseline advice is to fasten soffit panels at both the wall and the fascia. A new house is inspected for exterior wall coverings and soffits before the roofing inspection, so the detail is checked before the roof is finished. Each of Homestead's 582 single-family permits from 2025 runs through that sequence.
