New construction roofing in Kendall, FL

Only 4 percent of homes in Kendall were built in 2010 or later, so most roofs here are far older than the new ones being permitted today. When you build new or replace a roof on a newer home, the Florida code edition in force on the permit date controls the work. Kendall sits inside Miami-Dade County, which has its own product approval and high-wind rules.

Code and permits

Which code edition governs a new roof permit in Kendall

The current Florida Building Code edition took effect at the close of 2023. The Ninth Edition, dated 2026, takes effect December 31, 2026, and permit applications submitted on or after that date must follow it. Kendall is an unincorporated place, so the Miami-Dade County building office issues the permit.

Miami-Dade is inside the High-Velocity Hurricane Zone, the strictest wind region in the state. Roofing there must carry Miami-Dade product approval, and the permit application lists the approval numbers. Confirm the current edition and approval requirements with the county building office before you sign a contract.

Installation details

Deck, underlayment and drip edge on new roofs

  • Roof sheathing must be fastened with ring shank nails of a specified type, with the nail size set by the code table.
  • Shingle, metal and similar roofs need one of three dry-in methods before the finish roof goes on.
  • Drip edge is fastened at a set spacing that tightens where design wind speeds or roof heights are higher.

Inspectors check the roof in stages, starting with framing, then sheathing and dry-in, then the finished roof. Ask your roofer which dry-in method the crew will use and when the sheathing inspection is scheduled. That sequence decides when the finish roof can start.

Timing

Timing the roof around permits and inspections in Kendall

A permit becomes invalid if work does not start within 6 months of issuance, and it can lapse after 6 months of suspended work. Plan the roof window inside those limits so the permit stays active.

Record the Notice of Commencement before the first inspection, because the building office requires a copy above a set contract amount. Skipping it can leave an owner paying twice for the same improvements.

Questions

New construction roofing in Kendall: questions

What is the 25% roof rule in Florida?

The rule limits how much of an existing roof you can repair or replace in one 12-month period. Not more than 25 percent of the roof area can be repaired, replaced or recovered unless the entire roof covering is replaced. A roof built to the 2007 code or later may get a partial exception, but a local government cannot change that exception by ordinance. Confirm how it applies to your roof with the Miami-Dade building office.

Does a new home in Kendall have a builder warranty?

Since July 1, 2025, Florida law requires a builder to cover material violations of the Florida Building Code for one year after the home is occupied or title passes, whichever comes first. In Kendall, where only 4 percent of homes were built in 2010 or later, a newer home is still the exception, so the builder's obligation matters. The law excludes normal wear, settling, owner-caused damage and natural disasters. Read your purchase contract and ask your builder which items it covers.

Who may install a roof on a new home in Kendall?

A general contractor may install asphalt or fiberglass shingles itself only on a new building it constructed. In Kendall, where 34.4 percent of homes sit in buildings with 10 or more units, many roofs are on larger buildings that need certified roofers. Tile, metal and membrane roofs must go to a roofing contractor certified or registered with the state. A general contractor cannot advertise as a roofer without that certification. Check the state license lookup before you hire anyone.

Do gutters and downspouts get required on a new Kendall home?

Yes, when the eaves project less than 6 inches, gutters with downspouts are required, except at gable end rakes or on a roof above another roof. Downspouts must discharge at least one foot from the wall. With 2,666 single-family units permitted in Miami-Dade County in 2025, new homes like these now carry this detail. Ask the builder to show these details on the plans.
