Roof repair in Miami-Dade County is shaped by storms like those, and by an HVHZ rule that puts repairs under a permit.

Roof repair in Miami-Dade, in short

In the High Velocity Hurricane Zone, repair work on a roofing component needs a permit, so ask your city's building office or Miami-Dade RER before anyone starts. Repairs must use components with a product approval and may not create new ponding. On a roof installed before the 2007 code, repairing more than 25% of it in a year means replacing or recovering the whole roof or section.

Why a small repair needs a permit here

Most of Florida runs on the general rule: ordinary minor repairs may be made without a permit if the building official approves (FBC-B 105.2.2). The HVHZ section that governs Miami-Dade reads more broadly, requiring permits for all work connected with the application, repair or maintenance of any roofing component (FBC-B 1512.3).

So a handful of blown-off shingles is a question for the building office that serves your address: your city's, if you live in one of the 34 municipalities, or Miami-Dade RER. Two material rules apply to every HVHZ repair: replacement parts must have a product approval (FBC-B 1521.2), and the work may not create additional ponding water (1521.3).

Storm damage

Where Miami-Dade roofs give way in a hurricane

Post-storm surveys keep pointing to the same places:

  • Hips and ridges. After Hurricane Ian, FEMA's assessment team found hip and ridge damage was the most common roof damage, on newer and older roofs alike.
  • Ridge vents. A lost ridge vent leaves a long open slot in the deck for rain to pour through.
  • Flashing. Leaks track the places the code requires flashing: wall intersections, changes in slope or direction, and roof openings.
  • Tile. The tile industry finds high wind rarely breaks tile on its own; flying debris does.

Milton's EF-1 tornado in 2024 tracked about 3 miles from south of Modello to just west of Homestead and mostly damaged trees and fences. Branches and fence boards are the kind of debris that cracks tile.

Rain

Leaks that wait for the rainy season

At Miami International Airport, 76.6% of normal yearly rain falls from May through October. A flashing gap that stays dry through a winter shower can leak again and again by July, and a low-slope section with slow drains collects water fast in a storm like Eta, which left streets in northern Miami-Dade impassable for days.

Rain events do not need a name. On June 12, 2024, NWS Miami issued a Flash Flood Emergency for northeastern Miami-Dade and southeastern Broward during three days of urban flooding.

Inspecting a leak also waits on the sky: NWS Miami's lightning guidance says nobody should work on a roof while thunder can be heard.

Repair or replace

The 25% line between repair and replacement

Florida's code lets no more than a quarter of a roof or roof section be repaired, replaced or recovered in any 12 months unless the entire roof or section is redone; the HVHZ copy is FBC-B 1521.4. If the roof went on under the 2007 Florida Building Code or later, only the repaired portion must meet current code (Fla. Stat. 553.844(5)).

With 49.6% of the county's homes built before 1980, the date that matters is the last full re-roof. For insurance, a roof's age also runs from the last date 100% of its surface was built or replaced (Fla. Stat. 627.7011(5)(d)).

Roof repair in Miami-Dade County: questions

Do I need a permit for a small roof repair in Miami-Dade?

Assume yes, and check with the office before work starts. The statewide code lets the building official allow ordinary minor repairs without a permit, but the HVHZ section covering Miami-Dade requires a permit for any work on a roofing component, repair or maintenance included (FBC-B 1512.3). The office to call is your municipality's building department if you live in one of the county's 34 municipalities, or Miami-Dade RER in unincorporated areas.

How long do I have to report hurricane roof damage to my insurer?

Florida law bars a new or reopened property claim unless the insurer gets notice within 1 year after the date of loss, and a supplemental claim must come within 18 months (Fla. Stat. 627.70132). Miami-Dade has had FEMA disaster declarations for Irma in 2017 and for Ian, Nicole and Milton since, so note the date of any damage and photograph it. Coverage questions go to your insurer or agent; Florida law bars roofing contractors from advising on coverage unless they also hold a public adjuster license (Fla. Stat. 489.147).

Why can a ceiling leak when only a few shingles blew off?

Because water gets in through openings, not just where shingles are missing. FEMA's teams found roof covering damage to be a primary source of water intrusion in hurricanes, and documented ceilings collapsing in a house whose only roof damage was lost ridge shingles and a lost ridge vent. Soffits are another path; FEMA says they have historically performed poorly in hurricanes. In a storm like Eta, which dropped 13.40 inches on North Miami, a small opening has hours of rain to work with.

Are black streaks on my roof something to repair?

Usually not on their own. The streaks are algae, most often Gloeocapsa magma, which the asphalt roofing manufacturers' association says is most widespread in warm, humid areas, and one shingle maker reports no evidence that it affects shingle performance. Both say a bleach-and-water solution can lighten it for a while and that pressure washing damages shingles. With 89.6 days a year of a tenth of an inch of rain or more at Miami International Airport, expect the streaks to return.
