Code and timing
Figuring out which code edition governs a new roof in this area
Since December 31, 2023, the Eighth Edition of the Florida Building Code, 2023 version, has been in force. Permit applications submitted on or after December 31, 2026 must follow the Ninth Edition instead. If your builder files in early 2027, expect the newer rules to apply to the roof.
Within Miami-Dade County, The Crossings falls under the High-Velocity Hurricane Zone. Across the state, that zone sets the toughest rules for wind resistance. New roofs here must meet those provisions, and the county building office issues the permits.
What goes on the deck
Underlayment, decking and product approval on a new roof
For shingle, metal and similar roofs, the code allows one of three dry-in methods. A full self-adhered membrane is one choice. Strips over each deck joint with an approved underlayment on top is another. Two layers of felt, fastened at set spacing, is the third. Ask your builder which method the plans call for before the sheathing goes up.
Statewide, roofing products must receive mandatory approval. In Miami-Dade, the permit application carries the product approval or Notice of Acceptance numbers. You can check a product number on the state's public search, and you can ask the building official to see the full Notice of Acceptance at the job site.

Scheduling the roof and its inspections
- Once the roof is up and framing and bracing are finished, the framing inspection follows.
- Sheathing inspection, either with the dry-in or separately once fasteners are done
- Your roof gets examined for dry-in, insulation, roof coverings, and flashing during the inspection.
- Final inspection before occupancy
Gutters are required on most new homes, with downspouts discharging at least 1 foot from the wall. Ask whether the soffit and fascia are fastened to meet the same wind loads as the walls, since loose soffits are a common path for wind-driven rain.

Who is allowed to install a new tile or metal roof in The Crossings?
A general contractor may install asphalt shingles on a new building it is constructing itself. Tile, metal and membrane work must go to a roofing contractor that holds a state certificate or registration. A general contractor that is not registered as a roofing contractor may not advertise itself as one. Many homes in The Crossings were built around 1981, so older roofs may be due for replacement and deserve a closer look from a registered roofer. Ask any builder for the state roofing registration number before you sign.

Does a new home in The Crossings come with a builder warranty on the roof?
Since July 1, 2025, Florida law requires a builder to warrant a newly constructed home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Coverage begins at whichever comes first: original conveyance or initial occupancy. Coverage does not extend to normal wear, settling, defects caused by owners, or natural disasters. Confirm the terms with the builder and your insurer.

Can I hire a private provider to inspect my new roof in The Crossings?
Yes. Under Florida Statute 553.791, the owner, or a contractor with written authorization from the owner, may choose a private provider for plan review or building code inspections at any time. A private provider has to hold a license as a building code administrator, engineer, or architect. The county building office still issues the permit. The Crossings has a large share of older housing stock, with a median build year of 1981, so a second set of trained eyes on a new roof can be especially useful when you are comparing it against current code requirements.
