Code edition timing

Which code edition your North Miami roof permit will face

The Eighth Edition of the Florida Building Code, dated 2023, governs permits filed now in North Miami. The Ninth Edition begins December 31, 2026. Permit applications and plans submitted on or after that date must follow the new edition, so a roof planned for next year may face different rules than one filed today.

North Miami sits inside Miami-Dade County, which is part of the High Velocity Hurricane Zone. That zone carries stronger hurricane provisions than most of Florida. Your roofer and the North Miami Building Department should confirm which edition applies to your filing date before materials are ordered.

What inspectors check

Deck, underlayment and drip edge on new North Miami roofs

For new roofs, the high-wind rules here cover how the deck is fastened and how it is sealed before shingles or panels go on. Roof sheathing must be fastened with specific ring shank nails. The deck can be dried in with a self-adhering membrane, with taped joints under an approved underlayment, or with two layers of approved felt.

  • Shingle drip edge nailed at 12 inches on center, or 4 inches where wind speeds or roof height are higher.

Product approval matters on the permit. Roofing is a statewide-approval category, and in this zone the permit application carries the product approval or Notice of Acceptance numbers. You can check a product's approval number on the Florida Building Commission lookup, and you can ask the building office for the Notice of Acceptance on site.

Scheduling the roof with the build and the inspections

The code lists inspections in order: framing, then sheathing, then the roofing inspection covering dry-in, insulation, roof coverings and flashing. The sheathing inspection can be part of a dry-in inspection or requested separately once all roof sheathing and fasteners are complete.

Permits also expire if work does not start within 6 months of issue, or if work is suspended for 6 months. A roof scheduled after a long pause may need the permit reactivated. Confirm the active-progress status with the building office before the crew leaves the site.

Does a new North Miami roof need a permit?

Yes. A roof on a new home is permitted work, and the permit must be on site for inspections. Inspections follow the order the code sets. Filings made on or after December 31, 2026 fall under the Ninth Edition. With 5.2 percent of North Miami homes built since 2010, most permits here still cover older-house work. Ask the City of North Miami Building Department which edition applies to your filing date and which product approval numbers it needs.

Who may install a roof on a new house in North Miami?

Florida law separates roofing from general contracting. In North Miami, where 40.2 percent of units sit in buildings of 10 or more units, many roofs are tile, metal or membrane work that goes to a certified or registered roofing contractor. A builder may install asphalt shingles only on its own new building. You can check any license on the state's public license search before you sign.

Does a new home in North Miami need gutters?

Usually yes, when the eaves project less than 6 inches. The code requires gutters with downspouts on those buildings, except at gable end rakes or where a roof sits above another roof. Downspouts must discharge at least 1 foot from the sidewall, through piping, tail extensions or splash blocks. North Miami sits on low ground drained by the Biscayne Canal, so confirm where the water will go before framing starts.

What does the builder warranty cover for a new North Miami roof?

Florida law requires a builder to warrant a newly built home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. In North Miami, the year counts from the first of conveyance or occupancy. Excluded items include wear from age, and damage from a natural disaster in a county where storms are common. Ask your insurer or the builder which items the year covers.
