New construction roofing in Surfside, FL
Only 10.1 percent of Surfside homes were built in 2010 or later, so most roofs here are older than the codes that now govern new work. If you are building or replacing with new construction in mind, the permit, product approval and inspection steps matter more than the shingle color. Miami-Dade's stricter High-Velocity Hurricane Zone rules add a layer that most of the state does not face.

Code and timing
Which code edition a Surfside roof permit will face
The Eighth Edition of the Florida Building Code, dated 2023, governs work filed now. A Surfside application filed on or after December 31, 2026 must instead meet the Ninth Edition. If your drawings will land near that date, ask the town building office which edition applies before you finalize the roof design.
Because Miami-Dade County sits inside the High-Velocity Hurricane Zone, roofing products here must meet the county's stricter approval rules, not only the general state rules. The county's Product Control Section approves roofing systems and certifies the labs that test them.
Materials and review
Sheathing, underlayment and product approval for Surfside roofs
Roof sheathing has to be fastened with specific ring shank nails under the residential code, and the deck must be complete before the dry-in inspection. Tile may only go over solid sheathing unless the product has been tested otherwise.
- Confirm the product approval number or Notice of Acceptance before ordering materials.
- Keep a copy of the NOA at the job site, since the building official may ask for it.
- Confirm the underlayment method and drip edge fastening spacing with the installer.
Inspection sequence
Scheduling your roof crew around the Surfside job
The code lists the inspections in order: foundation, framing, sheathing or dry-in, exterior covering, roofing, then final. The roofing inspection covers dry-in, insulation, roof coverings and flashing, so the roof cannot be finished out of sequence.
Before the first inspection, the Notice of Commencement must be recorded and posted at the site. Without it, the code warns that the owner may end up paying twice for the work.
Permits also expire if work does not begin within six months of issuance, or if work stops for six months. Line up the roof crew so the work starts inside that window.
Questions
New construction roofing in Surfside: questions
Which roofing permit rules apply to a new Surfside home?
Surfside permits are issued through the town building office, and Miami-Dade's High-Velocity Hurricane Zone rules apply to roofing products. Any permit filed on December 31, 2026 or later has to comply with the Ninth Edition of the Florida Building Code. Confirm the edition and plan review path with the town before you submit drawings.

Do I need a licensed roofer to install tile on my new Surfside home?
In Miami-Dade, tile, metal and membrane roofing on a new home in Surfside go to a certified or registered roofing contractor, because the county is in the High-Velocity Hurricane Zone. Only asphalt shingles may be installed by a builder on its own new building. Surfside's housing stock is largely older, with the median home built around 1973, so local roofing work is common. State rules mean a general contractor must hand off roofing work to a subcontractor unless the contractor holds its own roofing certificate or registration. Confirm the status with the state before you sign.

How long does a new home builder have to fix roof defects?
Since July 1, 2025, Florida law requires a builder to warrant a newly constructed Surfside home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. Normal wear, settling and owner-caused damage are excluded. That one-year clock begins at whichever comes first: the original transfer of title or the first day the property is occupied.

Can I use a private provider for roof inspections in Surfside?
Yes. Under Florida Statute 553.791, the owner or the owner's contractor with written authorization may choose a private provider for plan review or inspections. In Surfside, where 10.1 percent of homes were built 2010 or later, many owners will still deal with the town building office for older work. Confirm with the town how the inspections will be recorded.
