What a new Coral Gables roof must meet before the permit

This city sits inside Miami-Dade County, one of the two counties in the High-Velocity Hurricane Zone. That zone carries stronger hurricane provisions than the rest of Florida. A new roof here must use a product with a Miami-Dade Notice of Acceptance, and the number goes on the uniform roofing permit application.

The Eighth Edition of Florida's Building Code took effect on December 31, 2023. Under the Ninth Edition, any permit application you file on December 31, 2026 or later will be covered. If your plans are still in drawing, the date you submit decides which edition you build to, so ask the building office which one applies before you finalize the roof design.

Roof sheathing must be fastened with ring shank nails, and the inspector checks that fastening at the sheathing stage. Coral Gables is in the High-Velocity Hurricane Zone, so the dry-in method you pick must fit the wind design for this county, not the general Florida default.

The code lists roofing as its own inspection, after framing and sheathing are done. The roof covering, insulation and flashing are checked in that stage, and the final inspection closes the permit. Schedule the roof crew so sheathing is complete before the dry-in inspection, which the contractor can request separately.

Gutters with downspouts are required on buildings whose eaves project less than 6 inches, except at gable end rakes or where a roof sits above another roof. Each downspout has to empty at least 1 foot away from the wall, whether by buried pipe, an extension at the bottom, or a splash block. The builder must warrant a newly constructed home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. The period runs from original conveyance or initial occupancy, whichever comes first. Coverage does not extend to ordinary aging, ground shifting, damage you cause yourself, or acts of nature. Many homes in this part of Florida are older, with a median build year of 1969, so an aging roof on an existing home is handled differently than a new one.
