New construction roofing in Country Club, FL

Only 3 percent of homes in Country Club were built in 2010 or later, so most roofs you will work on are older. New roofs here still face strict Miami-Dade permit and code steps. Which edition applies, what the deck and underlayment rules require, how product approval works, and how the roof fits the inspection schedule all depend on this county's rules.

Code and timing

Which code edition applies to a new roof permit

Permits filed in Country Club today fall under the 2023 Florida Building Code, Eighth Edition, which took effect at the end of 2023. Plans submitted on or after December 31, 2026 must instead meet the Ninth Edition. Miami-Dade's building office, which issues permits for this unincorporated area, can confirm which edition your plans must satisfy before filing.

Country Club is inside the High-Velocity Hurricane Zone, which covers Miami-Dade and Broward. That zone carries the strictest roof provisions in the state, so a new roof here is judged against HVHZ rules rather than the general statewide ones.

Dry-in and fastening

A new roof is built from its decking, underlayment and drip edge, which work together as one system

A new shingle, metal or similar roof in this area must use one of three dry-in options. The deck can be fully covered with self-adhering polymer-modified bitumen. Or a strip of membrane or tape can cover every deck joint under an approved underlayment. Or two layers of felt-type underlayment can be fastened with ring or deformed shank cap nails. Your roofer should name which option the plans use.

  • Roof sheathing fastened with ring shank nails under ASTM F1667.
  • Drip edge fastened along eaves and gables, at 12 inches on center or closer.
  • Drip edge at 4 inches on center where the design wind speed reaches 110 mph or more.

Approvals and inspections

Product approval and scheduling the roof with inspections

Roofing products used in new work must carry a statewide approval. In the HVHZ the permit application lists the product approval or Notice of Acceptance number. Miami-Dade's Product Control Section reviews these approvals. Check the number on the permit against the Florida Building Commission lookup before materials arrive on site.

The roof comes after framing in the required inspection order. Framing must be complete, then sheathing is inspected either as part of a dry-in check or separately. The roofing inspection follows, covering dry-in, insulation, roof covering and flashing. Schedule the roof crew so the sheathing is ready for its inspection before shingles or tile go on.

A roofing contractor must hold a roofing certificate or registration, or be subcontracted to one. A builder may self-perform asphalt shingles only on a new building it owns the construction of. Ask who will install the roof before signing.

Questions

New construction roofing in Country Club: questions

Which code edition applies to a new roof in Country Club?

The 2023 Florida Building Code, Eighth Edition, applies to permits submitted now. Permits submitted on or after December 31, 2026 must follow the Ninth Edition. Country Club sits in Miami-Dade, which is inside the High-Velocity Hurricane Zone, so HVHZ rules apply on top of the statewide edition. Confirm the current edition with the Miami-Dade building office before filing plans. With 3 percent of homes built in 2010 or later, most local roofs will be judged on their own repair rules, not new-build rules.

What does the Notice of Acceptance number on a roof permit mean?

A Notice of Acceptance, or NOA, is Miami-Dade's approval of a building product for use in the county. The NOA number is listed on the permit application. The NOA is valid only until its expiration date, and a copy must be available at the job site when the building official asks for it. Look the number up before materials arrive. Miami-Dade's Product Control Section reviews these approvals for the county that includes Country Club.

Does a new home in Country Club need gutters?

Buildings whose eaves stick out less than 6 inches need gutters and downspouts, though gable end rakes and roofs that sit above another roof are exempt. Place each downspout outlet at least 1 foot away from the wall it runs along. Country Club has a median home build year of 1988, so many of its homes have older gutters, but new work must meet this rule.

What warranty does a builder owe on a new home roof in Florida?

Under Florida law, a builder of a new home must stand behind equipment, materials and workmanship for one year wherever a defect causes a material violation of the Florida Building Code. The period starts at the original conveyance of title or initial occupancy, whichever comes first. In Country Club, where only 3 percent of homes were built in 2010 or later, this one-year rule covers very few houses. Check the builder's written terms for details.
