What a new construction roof must meet in Palmetto Bay
Palmetto Bay sits in Miami-Dade County, one of just two Florida counties that fall within the High-Velocity Hurricane Zone. That zone carries the strongest roof provisions in Florida. A new roof here must meet those provisions in full.
Any application filed on or after December 31, 2026 must comply with the Ninth Edition of the Florida Building Code. Permits filed before that date stay under the Eighth Edition, which took effect December 31, 2023. Confirm the edition with the village building office before you file.
Low-slope roofs have their own limits in this zone. Loose-laid ballasted or nonballasted systems are not allowed, and new decks need a minimum slope of one-quarter inch per foot.
Permit sequence
Underlayment, nailing and the inspection order
Roof sheathing must be fastened with ring shank nails at specified spacing. The inspector examines the dry-in before any roof covering is installed. You can meet dry-in with a full self-adhering membrane, with membrane strips over each deck joint, or with two layers of approved felt.
- Once the roof, framing and bracing are finished, a framing inspection follows.
- Sheathing inspection, either with dry-in or separately once fasteners are done
- Roofing inspection for dry-in, insulation, roof covering and flashing
- Final inspection once the work is complete
Miami-Dade's Product Control Section approves roofing products used in the county. Each approval is a Notice of Acceptance with an expiration date. The roofing permit application must list the product approval numbers, and the building official can ask for a copy at the job site.

Who does the roof and how it fits the build
Unless a general contractor holds a roofing certificate or registration, it has to hand the roofing work to a subcontractor. Only on a new building that the contractor constructed itself may asphalt or fiberglass shingles be installed without a subcontractor. Work involving tile, metal or membrane roofing must be performed by a roofer holding a certification or registration.
Permits can expire. If work fails to begin within 6 months after issuance, or halts for a full 6 months, the permit is no longer valid. Schedule the roof so the framing and sheathing inspections are passed before those clocks run.

Downspout outlets must sit at least 1 foot from the sidewall and drain through buried pipe, tail extensions or splash blocks.
