A Doral roof permitted today falls under the Eighth Edition, the 2023 Florida Building Code that became effective on the last day of 2023. The Ninth Edition takes effect December 31, 2026, and it applies to every permit application and set of plans submitted on or after that date. If your builder files before then, the 2023 edition governs.
Doral sits in Miami-Dade County, one of two counties in the High Velocity Hurricane Zone. That zone carries the strong provisions South Florida adopted after Hurricane Andrew. In new construction, the minimum deck slope for a low-slope roof is 1/4:12, and loose laid ballasted systems are not permitted.
Median home age here is 2006 against 1980 for the county. That suggests much of Doral's housing was built under the stricter post-2002 Florida Building Code, which first took effect March 1, 2002.
What gets installed
Deck, underlayment and product approval on a new build
Roof sheathing must be fastened with ring shank nails, 2 1/2 inches long and 0.131 inch thick. For the dry-in layer under shingle or metal, your builder picks from three code methods. One covers the whole deck with self-adhering polymer-modified bitumen underlayment. Another tapes every deck joint and adds an approved underlayment. The third uses two layers of felt-type underlayment with cap nails.
Roofing is a mandatory statewide-approval category under Florida law. Miami-Dade's Product Control Section reviews and approves roofing products. In the High Velocity Hurricane Zone, the permit application carries the approval or Notice of Acceptance numbers. A copy of the full Notice of Acceptance must be available at the job site if the Building Official asks.
Tile goes only over solid sheathing, installed to the manufacturer's instructions or the FRSA/TRI high wind tile manual. Shingle drip edge at eaves and gables is fastened at no more than 4 inches on center where wind speed is 110 mph or more.

Scheduling the roof, the inspections and who installs it
On a Doral new build, the Building Department's inspections run foundation, framing, sheathing, exterior wall coverings, roofing, then final. At the roofing stop, the inspector looks at the dry-in, insulation, coverings and flashing. The sheathing inspection can be done separately once all roof and wall sheathing and fasteners are complete, so your roof crew cannot start covering the deck early.
Permits come from the City of Doral Building Department. A permit becomes invalid if work does not start within 6 months of issuance. Work suspended for 6 months voids it too, so a stalled lot needs a fresh look at the permit. Record the Notice of Commencement and post it before the first inspection, or you may end up paying twice for the improvements.
Florida law lets a general contractor put on asphalt shingles itself only when the building is its own new construction. Any other roof type goes to a contractor holding a roofing certificate or registration, and a general contractor may not advertise as a roofer without one. Owners may also choose a private provider for plans review or inspections, with written authorization.

It reaches defects that cause a material Florida Building Code violation. Normal wear and tear and acts of God such as a natural disaster are excluded.
