Building new where 59.6% of homes predate 1980
Hialeah's 79,130 housing units are mostly old, so a new building here usually rises beside neighbors built under codes Florida has since replaced. Its roof is permitted under the 2023 Florida Building Code, 8th edition, until the 9th edition takes effect on December 31, 2026; Miami-Dade's notice says applications submitted on or after that date follow the new edition.
New roofs also carry rules the older stock never saw. Since the 2007 code, soffits must resist the same wind loads as walls, and FEMA advises fastening soffit panels at both the wall and the fascia. Where eaves project less than 6 inches, gutters and downspouts are required, discharging at least a foot from the wall.
Inspections
The inspection sequence on a new Hialeah roof
The code orders inspections from the ground up: foundation, framing with the trusses and connectors, sheathing with the dry-in, exterior walls and soffits, the roofing inspection itself, then the final (FBC-B 110.3). In the HVHZ, roofing stages are checked again as each layer goes on, and the permit application lists the product approval or NOA number for every roofing component.
Two legal points for owners and builders. A general, building or residential contractor must subcontract the roof unless it holds a roofing certificate or registration, with a narrow shingle exception on its own new buildings (Fla. Stat. 489.113(3)). And the City of Hialeah Building Department is the permitting office for work inside the city.

Can my builder install the roof on a new Hialeah home?
Only shingles, and only on its own new building. Florida requires a general, building or residential contractor to subcontract roofing unless it also holds a roofing certificate or registration; the exception lets it install asphalt, fiberglass or wood shingles on a new building it is constructing. Tile, metal and membrane work, by contrast, has to be handed to a roofing contractor. With only 7% of Hialeah's homes built since 2010, new projects are few, but the rule applies to each one.

How does a new Hialeah roof show its products are approved?
On the permit. In the HVHZ, the uniform roofing permit application lists the Miami-Dade Notice of Acceptance or Florida product approval number for each roofing component, along with the owner's notification. Roofing is a mandatory statewide approval category, and products cannot be marketed as hurricane protection without approval. Miami-Dade's Product Control Section reviews products for the zone and certifies the labs that test them.

Will a new Hialeah roof permitted in 2027 follow a different code?
Yes, if the application goes in on or after December 31, 2026. Miami-Dade's building department has published notice that the 9th edition of the Florida Building Code takes effect that day, and every permit application and plan submitted from then on must comply. Applications filed before then follow the 8th edition, in force since December 31, 2023. In Hialeah, the filing goes to the City of Hialeah Building Department.
