Miami-Dade County sits in the High-Velocity Hurricane Zone, so the strictest South Florida roofing provisions apply to any roof permitted here. A permit application filed on or after December 31, 2026 falls under the Ninth Edition of the Florida Building Code. Plans filed before that date stay under the 2023 Eighth Edition.
Ask your builder which edition the roof permit was filed under. The edition controls the underlayment, nailing and drip edge that inspectors will check. Many homes in this city were built long before any of these rules, so a builder's plans should name the edition in writing.

Roofing is a mandatory statewide-approval category in Florida. In Miami-Dade, the roofing permit application carries the product approval or Notice of Acceptance numbers. Ask for those numbers before materials arrive on site, and confirm them through the state lookup or the county's Product Control Section.
The inspection order runs framing, then sheathing or dry-in, then the roofing inspection itself. Roof covering can only start after the dry-in inspection passes. Plan the roof crew around those inspections, and confirm each date with the Aventura building office rather than assuming the sequence from a schedule.

Who can install a new roof on a home in Aventura?
Asphalt shingles are allowed on a new building when the builder is the one installing them. Tile, metal and membrane roofs go to a state-certified or registered roofing contractor, under Florida law. A general contractor may not advertise as a roofer without that certification or registration. Many homes here were built around 1989, so older roofs on nearby properties often need replacing with the same certified crew. Confirm the license on the state's license search before signing anything. Ask who will pull the roofing permit and whether that person is the one doing the roof work.

Does a new Aventura home need gutters?
Yes, a new Aventura home generally needs gutters with downspouts under the residential code, when the eaves project less than 6 inches. The exceptions are gable end rakes and places where a roof sits above another roof. Each downspout must discharge water at least 1 foot away from the wall, using a pipe, a tail extension or a splash block. Aventura's housing stock is largely newer construction, with a median build year of 1989, so drainage details matter on both new and older roofs. Ask the builder to show these gutters and downspouts on the plans before the roof is framed.

What is the 25% roof rule in Florida?
The rule says that no more than 25 percent of an existing roof can be repaired, replaced or recovered in any 12-month period unless the entire roof system is redone. A roof built to the 2007 Florida Building Code or later can be partly repaired without bringing the whole roof up to current code. Local governments may not amend that exception. Check how your roof was built with the city building office before planning partial work.

Is there a builder warranty on a new home roof in Aventura?
Florida law requires a builder to cover new-home defects in equipment, material or workmanship that violate the Florida Building Code, for 1 year from title transfer or initial occupancy, whichever comes first. Normal wear and tear, settling, defects caused by the owner and natural disasters all fall outside what the statute covers. The rule took effect July 1, 2025. Read your purchase contract and ask the builder to explain its coverage in writing.
