New construction roofing in Richmond West, FL

Only 10.6 percent of Richmond West homes were built in 2010 or later, so most roofs here are older. New construction is still going up, though, and a new roof on a new house follows its own timeline. Here is how the code and the permit steps fit together.

Inspection sequence

How new construction roofs are inspected in Richmond West

The county building office runs the inspections, and the order is fixed. Framing comes first, then sheathing, then the roof covering itself. The sheathing inspection can be done as a dry-in check or on its own once all roof sheathing and fasteners are complete.

Specific ring shank nails are required for fastening the roof sheathing. Check that the nail type on your framing plans matches what the inspector will look for.

Codes and approvals

Product approval and the 2026 code edition

Miami-Dade is in the High-Velocity Hurricane Zone, so roofing products need a county Notice of Acceptance in addition to a statewide approval. The roofing permit application lists those product numbers.

Under the Ninth Edition of the Florida Building Code apply to any permit filed on or after December 31, 2026. If your build is still in planning, the edition your permit application uses decides which rules apply.

Timing

Scheduling the roof with your build

Work must begin within 6 months of issuance or the permit expires, and a stoppage lasting 6 months does the same. Schedule the roof crew so the dry-in inspection happens inside that window.

Before the first inspection, record and post the Notice of Commencement. Skipping it could leave you paying twice for the same job.

Questions

New construction roofing in Richmond West: questions

What is the 25% roof rule in Florida?

The 25% rule says that no more than 25 percent of an existing roof can be repaired, replaced or recovered in any 12-month period unless the whole roof system is replaced. This matters for additions and tie-ins on older Richmond West homes, since a new build is not covered by it. Confirm the exact application with the Miami-Dade building office before you schedule work.

Who is allowed to install a roof on a new home here?

Florida law generally requires a builder to subcontract roofing to a certified or registered roofing contractor. Only on a new building that the builder itself constructs may that builder put down asphalt or fiberglass shingles without hiring out the work. Tile, metal and membrane work go to a certified or registered roofer. Many homes in this area were built around 1996, so older roofs often need replacement by a qualified professional rather than a general builder.

How long is a builder's warranty on a new Florida home?

Florida law now requires a builder to warrant a newly constructed home for 1 year against construction defects in equipment, material or workmanship that violate the Florida Building Code. That window opens at whichever comes first: the original conveyance of title or the initial occupancy. Damage from normal wear, settling or a natural disaster is excluded. Homes in this area are fairly established, with a median build year of 1996, so buyers of older stock should look at inspection terms rather than builder coverage. Your insurer or the builder's contract explains the details.
