The edition of the code your replacement roof has to satisfy

Florida's 2023 Building Code, Eighth Edition, went into effect on December 31, 2023. The Ninth Edition, the 2026 code, takes effect December 31, 2026. If you file a permit application on or after that date, the new edition governs it. Plan your schedule around that date, because a plan submitted a few days late can change the rules your roof must meet.

North Miami Beach sits in Miami-Dade County, one of the two counties in the High Velocity Hurricane Zone. Miami-Dade is also where most new housing permits in this part of the county are filed. That zone brings stricter roof rules than the rest of Florida, so a roof here cannot be built to the general state standard alone.

Build details

Sheathing, underlayment, and product approval for a new roof

Under the local rules, a shingle, metal or similar roof needs one of three dry-in methods over the deck. The simplest is a full self-adhering membrane. The other two use strips over the deck joints with an approved underlayment, or two layers of felt fastened with ring or deformed shank caps. The inspector will check which method you chose before the roof covering goes on.

Roofing products in Miami-Dade need a product approval number on the permit. Check the Miami-Dade Notice of Acceptance number and its expiration date against the Florida Building Commission lookup. The county's Product Control Section approves or denies these products, so an approval that has expired or does not match your product cannot be used.

  • Confirm the NOA number and expiration date before you order materials.
  • Keep a copy of the full NOA on the job site for the building official.
  • Use drip edge fastened at 12 inches on center or closer, or 4 inches where wind speeds require it.

Each stage of the roof is checked in a fixed sequence. Framing must be in place before sheathing, and the dry-in inspection comes before the roof covering. The roofing inspection covers the dry-in, insulation, the roof covering and the flashing. Book each inspection in that order, or the work will stop until the earlier step is passed.

The main new roof rule for builders in Florida is the 2026 Ninth Edition of the Florida Building Code, which takes effect December 31, 2026. Permits filed on or after that date follow the new edition. Builders also face a one-year warranty on new homes under Florida Statute 553.837 since July 1, 2025, which excludes wear and tear and natural disasters. Who can install the roof on a new house in North Miami Beach?

A general contractor has to hand off roofing work to a subcontractor unless it holds a roofing certificate or registration itself. Asphalt or fiberglass shingles can be put on by the owner-builder, but only for a new structure that person built. Clay or concrete tile, metal, and membrane roofs must be installed by a roofing contractor who is certified or registered. Many homes in North Miami Beach date from around 1967, so older roofs may be due for replacement and a qualified contractor can assess them. You can confirm a license with the state before you sign.

Do new homes in North Miami Beach need gutters?

Yes, in most cases. Buildings with eaves under 6 inches need gutters with downspouts, except at gable end rakes or on a roof above another roof. North Miami Beach has a housing stock where the median home was built around 1967, and many of those older roofs were never fitted with gutters, so retrofits are common.
