Which code edition a new El Portal roof must meet

The 2023 Florida Building Code, Eighth Edition, is the edition in force today. The Ninth Edition begins December 31, 2026. A village filing in El Portal after that date falls under the newer text, so a builder who files now and one who files next year work from different rules on the same lot.

El Portal is in Miami-Dade, which the Florida Building Code places in the High-Velocity Hurricane Zone. That zone carries the strong provisions adopted after Hurricane Andrew. A new roof here is held to those stricter terms even on a small lot inside a village of 1,986 people.

What inspectors check

Installation of the deck, underlayment, and drip edge on new roof systems

Before shingles or tile go on, the deck and underlayment must pass a dry-in inspection. Roof sheathing must be fastened with ring shank nails of a specified size. The code gives three underlayment options for shingle and metal roofs. Each one uses a different membrane or taping method at the deck joints.

  • Self-adhering polymer-modified bitumen over the full deck
  • A 3 3/4-inch strip of membrane or tape over each joint, then approved underlayment
  • Two layers of approved felt, fastened 12 inches on center in the field and 6 inches at laps

Shingle drip edge at the eaves and gables is fastened at most 12 inches on center. Where wind speeds reach 110 mph or the roof sits above 33 feet, the spacing tightens to 4 inches. Tile goes only over solid sheathing unless tested otherwise, and must follow the manufacturer's installation instructions.

The required inspections follow a fixed order: framing, sheathing, then roofing with dry-in, insulation, roof coverings and flashing, then final. Schedule the roof so the sheathing inspection happens before any covering goes on. A permit goes invalid if no work starts within 6 months of issuance.
