New construction roofing in Bay Harbor Islands, FL
Only 14.3 percent of homes in Bay Harbor Islands were built in 2010 or later, so most roofs you see here are older than the newest code. If you are building new, the code edition on your permit application matters, and so does the local review path. The steps below cover what new roofs here need.
Updated October 2026

Our workCode edition
Which edition of the code governs your replacement roof
Right now, the 2023 Florida Building Code, Eighth Edition, controls what gets built. The Ninth (2026) Edition takes effect on December 31, 2026. Any permit application or plan submitted on or after that date must follow the Ninth Edition, so timing the submission can change which rules apply to your roof.
Miami-Dade County sits in the High-Velocity Hurricane Zone, which Florida's code applies to Broward and Miami-Dade counties. Bay Harbor Islands is inside that zone, so the stronger HVHZ provisions govern new roofing here, not only the standard statewide rules.
Roof assembly
Deck, underlayment and drip edge on a new roof here
Roof sheathing must be fastened with specific ring-shank nails, and the inspector checks that before the roof covering goes on. The code offers three ways to dry in a shingle, metal, or comparable roof. You must pick one: a full self-adhering membrane, membrane strips over every deck joint under an approved underlayment, or two layers of felt underlayment with set fastener spacing.
Drip edge has to go along the eaves and gables of any shingle roof. Where the design wind speed is 110 mph or more, or the mean roof height is over 33 feet, the drip edge fasteners must be spaced closer together. Ask your roofer which spacing your plans call for.
- Low-slope roofs in the HVHZ cannot use loose-laid ballasted or nonballasted systems.
- New low-slope decks must have at least a 1/4:12 slope.
- Tile must go over solid sheathing unless the product is tested otherwise.
Approval and inspection
Product approval and inspections for a new roof
Roofing products here need statewide or Miami-Dade approval. The Miami-Dade Product Control Section approves or denies roofing products, and its Notice of Acceptance number and expiration date belong on the permit application. Check the number against the approval's expiration date before your roofer orders materials.
The roof is inspected in stages. Once roof, framing, and bracing are finished, the inspector comes to check the framing. A sheathing or dry-in inspection follows once all deck fasteners are complete. The roofing inspection covers dry-in, insulation, roof covering and flashing before the final.
Questions
New construction roofing in Bay Harbor Islands: questions
Do I need a permit for a new roof in Bay Harbor Islands?
Yes. Roofing work here runs through the Town of Bay Harbor Islands permit process. Apply before work starts, because a permit becomes invalid if work does not begin within 6 months after it is issued. Confirm the current forms and fees with the town building office before you file.

What code edition applies to my new roof in Bay Harbor Islands?
It depends on the date you submit. Applications filed on or after December 31, 2026 fall under the Ninth Edition of the Florida Building Code. Projects started before that cutoff fall under the 2023 Eighth Edition instead. Because Bay Harbor Islands sits in the High-Velocity Hurricane Zone, the stronger HVHZ provisions apply either way.

Who can install a new roof on a new home in Bay Harbor Islands?
A general contractor usually must subcontract roofing to a certified or registered roofing contractor. One carve-out covers asphalt or fiberglass shingles on a new structure that the contractor erects personally. Work on tile, metal, or membrane roofs must be performed by a roofer holding certification or registration. Many homes in Bay Harbor Islands were built around 1970 (margin of error ±4), so older roofs are common here, which makes verifying credentials even more important. Ask any contractor to show its roofing certification or registration before work begins.

Does a builder have to warranty a new home in Bay Harbor Islands?
Florida law requires a builder to cover new-home construction defects for 1 year after the owner takes title or first occupies the home, whichever happens first. The coverage applies to defects that cause a material violation of the Florida Building Code. Damage from ordinary aging, ground settling, defects the owner caused, or natural disasters is not covered. Bay Harbor Islands has a large share of older housing, with the median home built in 1970 (margin of error ±4), so owners buying newer construction should keep that first-year window in mind. Read the builder's written terms for details.
