Which code edition your roof permit falls under

Any roofing permit filed on December 31, 2026 or later is governed by the Ninth Edition of the Florida Building Code. Permits filed earlier fall under the 2023 Eighth Edition instead. In Miami-Dade, roofing needs statewide product approval, and the permit application carries the product approval or Notice of Acceptance number. Ask your builder for that number and check it against the state lookup before the shingles or tile arrive.

  • Roof sheathing must use ring shank nails of the specified type and size.
  • Shingle roofs need one of three dry-in underlayment methods before the final cover goes on.
  • Tile goes only over solid sheathing, installed to the manufacturer's instructions.

The code lists the inspections in order: framing after the roof is in place, sheathing, then roofing for dry-in, insulation, covering and flashing. A roof that goes on out of sequence can stall the final inspection.

A builder may self-perform asphalt shingles on its own new building. Work on tile, metal, or membrane roofs has to be handled by a roofing contractor who holds certification or registration. Florida Statute 489.113 governs who may do this work.

Gutters with downspouts are required on buildings with eaves under 6 inches, and downspouts must discharge at least 1 foot from the wall. Plan these with the roof so the downspout runs are set before the landscaping.

What is the 25% roof rule in Florida?

Under the building code, no more than 25 percent of an existing roof can be repaired or replaced in any 12-month period unless the whole roof is replaced. The rule is in FBC-Building section 1511.1.1. It also has an exception for roofs built to the 2007 code or later. Ask your building office how it applies to your roof.
