Most homes in Miami Beach, Sunny Isles Beach, Aventura, Bal Harbour and North Bay Village are in buildings of 10 or more units.

HVHZ code
Membrane and low-slope rules in the HVHZ
- No loose-laid ballasted or nonballasted system is permitted (FBC-B 1515.1.5).
- A new low-slope deck needs a slope of at least 1/4:12 (1515.2.2.1).
- A membrane system is inspected during application, before its attachment to the deck or existing assembly is concealed, and again at final (1512.4).
- Repairs use components with a product approval and may not add ponding (1521.2, 1521.3).
- Before work starts, the contractor must tell the owner of any possibility of ponding water and recommend a structural review if ponding is possible (1521.13).
Single-ply membranes carry their own standards in the code, EPDM to ASTM D4637 and TPO to ASTM D6878, and Florida's 2023 code places both under section 1507.12. The permit packet is the county's Uniform Roofing Permit Application with the single-ply or built-up HVHZ form.
Drainage
Sizing roof drains for Miami storms
Florida's plumbing code sizes roof drainage on the 100-year hourly rainfall rate or approved local data (FBC-P 1106.1). NOAA Atlas 14 puts Miami's 100-year, 60-minute rate at 5.22 inches an hour, against a yearly average of 67.41 inches at Miami International Airport.
Where a parapet or raised edge would trap water if the primary drains back up, the code requires secondary overflow drains or scuppers (1503.4.1). The Building code also defines positive drainage as a roof that drains within 48 hours of rain, a useful test after any summer storm.
Boards
Recertification, milestone inspections and reserve studies
Miami-Dade puts buildings through recertification at 30 years and then every 10 years, under a program that dates to 1975 and was amended June 1, 2022. State law added milestone inspections in 2022 for condominium and cooperative buildings three stories and taller.
Condominium associations carry one more deadline. Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years for each building of three habitable stories or more, and the roof is the first item it covers. The study rests on a visual inspection and estimates each item's remaining useful life, the figure a roof replacement plan is built around.

Are ballasted roofs allowed in Miami-Dade?
Not loose-laid ones. FBC-B 1515.1.5, part of the High Velocity Hurricane Zone sections, says no loose laid ballasted or nonballasted system shall be permitted, and the zone covers all 1,900 square miles of land in Miami-Dade. Membrane roofs here are attached, carry a product approval for their components, and are inspected during application before the attachment is covered.

Does a Miami-Dade condo association need a reserve study that covers the roof?
Yes, for each building three habitable stories or higher. Fla. Stat. 718.112(2)(g) requires a residential condominium association to complete a structural integrity reserve study at least every 10 years, and the roof is the first item listed. How often should a commercial roof be inspected in Miami-Dade?
The roofing trade's guidance is twice a year, in spring and fall. In Miami-Dade that maps neatly onto the weather: a spring check ahead of the May-to-October rains that bring 76.6% of the year's total at Miami International Airport, and a fall check after hurricane season's September 10 peak. Look for ponding that lasts more than 48 hours, clogged drains and scuppers, and loose edge metal.

Can a roof coating fix a leaking flat roof in Miami-Dade?
Sometimes, after the roof is checked. The code bars recovering a roof that is water soaked or too deteriorated to serve as a base, or one that already has two or more coverings, so a moisture survey confirmed with core cuts comes first. Coatings must meet the code's listed ASTM standards, and a coating sold to stop leaks or extend roof life is roofing work under Florida's contractor law. In the HVHZ a repair also may not add ponding water, which matters in a county that averages 67.41 inches of rain a year.
