Where Sunset roofs fail in a storm
Two Florida counties fall inside the High Velocity Hurricane Zone, and Miami-Dade County, where Sunset is located, is one of them. Irma caused major damage to roughly 1,000 Miami-Dade homes in 2017. Tropical Storm Eta in 2020 dropped 14.12 inches of rain near Biscayne Park and cut power to over 290,000 customers.
Wind rarely removes a whole roof. It strips the edges first. FEMA teams found that damaged roof covering is a primary source of water intrusion, and that lost ridge vents leave large openings in the deck. Soffits have also performed poorly in hurricanes.
Leaks also follow flashing. Look at wall-to-roof joints, chimneys, vent pipes and any change of slope. Those are the places the code requires flashing, and they are the first spots to check after a storm.

In Sunset, 73.5 percent of homes were built before 1980, against 49.6 percent countywide. And 81.8 percent are single-family detached houses. Many of these roofs have likely been redone at least once, so the repair question usually turns on one code line.
The 25 percent rule says you may not repair, replace or recover more than 25 percent of a roof section in 12 months unless the whole section is replaced. That roof only qualifies for the exception if it was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition.
A recover over old shingles is barred where the old roof is water soaked or already carries two layers. Then the roof must come off to the deck. Ask any roofer which case yours is before you accept a patch quote.

In the High Velocity Hurricane Zone, a permit is required for all work on any roofing component, repair and maintenance included. The permit application needs the signature of a licensed contractor.
- Take your photos from the ground and keep off a roof that is wet or damaged.
- Cover openings only from a ladder you can set safely, or wait for a roofer.
- Check the attic for wet insulation, soft decking and daylight at the ridge.
- Keep torn pieces. Product approval is needed for the replacement parts.
For anything about coverage, your insurer or agent decides. Florida law bars roofers from advising on policy terms, and a new claim notice must reach the insurer within 1 year of the loss.

Can my insurer force a roof replacement because of age?
Once a roof reaches 15 years or older, your insurer must let an authorized inspector examine it, and the inspection cost falls to you. If the inspector finds 5 or more years of useful life left, the insurer cannot decline coverage or non-renew the policy based only on how old the roof is. Why do ridge vents and soffits leak after hurricanes?
They are openings that wind removes. FEMA notes that losing ridge vents exposes large openings in the roof deck, and soffits have historically performed poorly in hurricanes. Irma in 2017 damaged about 1,000 Miami-Dade homes, so check both after any named storm.
