Hurricane Andrew made landfall near Cutler Ridge in 1992, and recovery from it helped drive the town's incorporation. Irma in 2017 pushed surge 4 to 6 feet above ground along Biscayne Bay. Water that reaches a house from above usually enters through damaged roof covering first.

Ridge vents are a weak point. Losing one opens a large hole in the deck, and FEMA found ceilings collapsed in a house whose only roof damage was lost ridge shingles and ridge vent. Soffits also perform poorly in hurricanes, and when they fail, water usually follows.

Repair or replace: the 25% rule

Under Florida rules, you can patch no more than 25 percent of a roof or roof section within any 12-month period. Does a small roof repair in Cutler Bay need a permit?
