Where roofs leak after a Country Club storm
Hurricane Irma in 2017 left about 1,000 Miami-Dade homes with major damage, and Tropical Storm Eta in 2020 put 14.12 inches of rain near Biscayne Park. Eta cut power to over 290,000 customers across three counties. Rain that heavy finds every weak seam on a roof.
Ridge vents are a common failure point. Lost vents leave large openings in the roof deck, and FEMA found ceilings collapsing in a house whose only roof damage was ridge shingles and vent. Check the ridge first from the ground.
Leaks also track flashing at wall intersections, changes of slope, chimneys and vent pipes. Nearly half of Country Club housing units, 46.1%, are in buildings of 10 or more units, so many roofs here are shared. In that case the association usually decides who repairs what.

Repair or replace: the 25 percent rule
Under the code, patching is capped at 25 percent of a roof or roof section within any 12-month period. Once repairs go beyond that, the entire roof or section has to be redone, unless it was built, repaired or replaced to the 2007 Florida Building Code or a later edition. For those roofs, only the repaired portion has to meet current code.
Country Club is in Miami-Dade, a High Velocity Hurricane Zone. Repairs there must use products with a product approval, and any roofing repair or maintenance needs a permit. Permits come from Miami-Dade County Regulatory and Economic Resources, because Country Club is unincorporated. Confirm with that office whether a small repair qualifies as ordinary minor work.

What to do safely after a storm
Stay off the roof. Look from the ground for missing or cracked tabs, exposed felt, lifted ridge caps and stains on ceilings. Photograph each one. The 2024 Census estimate puts 45.7% of occupied homes here as owner-occupied, and tenants should report damage to their landlord.

What is the 25% roof rule in Florida?
Repairing, replacing or recovering more than 25 percent of a roof or roof section in a 12-month period is not allowed under the code unless the whole roof or section gets replaced. The exception covers your roof only when it was built, repaired or replaced to meet the 2007 Florida Building Code or any later edition, and that 2007 code became effective on March 1, 2009. There, only the repaired portion must meet current code. Country Club homes have a median build year of 1988, but that does not tell you a roof's age or code edition.

Do I need a permit for roof repair in Country Club?
Because Country Club is unincorporated, roof permits come from Miami-Dade County Regulatory and Economic Resources. In the High Velocity Hurricane Zone, permits are required for work on any roofing component, including repair or maintenance. The state code lets the building official excuse ordinary minor repairs, so confirm with the county building office before you start.

What is the new law in Florida about roofs?
One rule affects many owners: for a roof 15 years or older, your insurer must let you have an authorized inspector check it at your expense. Refusing to write or renew a policy solely because of roof age is not permitted when the inspection shows 5 or more years of useful life remaining. In our area, the median home was built in 1988, so many roofs here are already at or past that 15 year mark. Another rule bars assigning post-loss benefits on policies issued on or after January 1, 2023. Ask your insurer or agent how these apply to you.

Which storms damaged roofs near Country Club?
About 1,000 Miami-Dade homes suffered major damage from Hurricane Irma in 2017. Tropical Storm Eta in 2020 dropped 14.12 inches of rain near Biscayne Park and left streets impassable in northern Miami-Dade. Hurricane Isaias in 2020 caused mostly minor Florida damage. Hurricane season runs from June 1 until November 30.
