Storm damage
Where roofs fail in storms along Biscayne Bay
Irma in 2017 put 4 to 6 feet of surge above ground along Biscayne Bay, and Eta in 2020 dropped 13.40 inches of rain on North Miami. On two filled islands at the north end of the bay, wind-driven rain finds any weak point in the roof covering. Wall-and-roof intersections, vent pipes and changes of slope are where leaks start, because the code requires flashing at exactly those places.
After a storm, take a careful look at your ridge vents. FEMA found that losing one can open a large hole in the roof deck, and in one example house the ceilings collapsed though only ridge shingles and the vent were gone. Soffits also fail often in hurricanes, and when they do the water intrusion is usually significant.
Most homes here are in large buildings: 77.4% of housing units sit in buildings with 10 or more units, against 40.2% countywide. Many of these roofs are shared, so a leak in one unit may start on a roof the whole association owns. Only 48.9% of occupied homes are owner-occupied, so tenants and landlords should also know who calls for the repair.
Rules
Permits and the 25 percent rule for repairs
In the HVHZ, permits are required for all work on any roofing component, repair and maintenance included. The application must be completed and signed by a licensed contractor, with the owner's notification form attached. Confirm current steps with the Town of Bay Harbor Islands building office, which has a construction permit application page.
Under the code, patching is limited to 25 percent of a roof or roof section within any 12-month period. When repair work passes that limit, the whole roof or the affected section must be replaced or recovered. A roof that itself was redone to the 2007 Florida Building Code or later is treated differently: only the repaired part must meet current code. Housing here is older than the county's (median year built 1970 against 1980), and 70.9% of units predate 1980, so the roof's own permit record matters more than the building's age.
A tear-off to the deck is required where the old covering is waterlogged, has two or more layers, or cannot be properly secured. Repairs must also use components with a product approval and must not create new ponding water.
After the storm
What to do safely after a storm
Stay off the roof and check from the ground and the attic. Look for missing or cracked tabs, exposed felt, soft decking and ceiling stains. Before you put any temporary cover in place, take photos of all the damage. Hurricane season spans June 1 through November 30, with activity peaking near September 10.
For insurance, the notice window for a new or reopened claim is 1 year from the date of loss. Ask your insurer or agent what your policy covers, since they are the ones who can answer that. Florida law bars a roofer from giving you advice about coverage, and from offering anything of value in return for an inspection.
Questions
Roof repair in Bay Harbor Islands: questions
Do I need a permit for roof repair in Bay Harbor Islands?
Probably yes. Because Miami-Dade sits in the High Velocity Hurricane Zone, every roofing component needs a permit for any work, repair and maintenance included. The state code lets a building official approve ordinary minor repairs without a permit, but that call belongs to the Town of Bay Harbor Islands. Confirm with the building office before work starts, and let your contractor file the application.

What is the 25% rule for roofing in Bay Harbor Islands?
Within any 12-month period, repairing, replacing or recovering more than 25 percent of a roof or roof section means the whole roof or section has to be redone. A roof built, repaired or replaced to the 2007 Florida Building Code or later gets an exception for the repaired part. With 70.9% of local units built before 1980, check the roof's permit history first.

Can a roof be repaired if the building has 10 or more units?
Yes, but the roof is often shared, so the association usually decides. Here 77.4% of housing units are in buildings with 10 or more units. The same permit and 25 percent limits apply to the section being worked on, and a roof section can be set apart by expansion joints, parapets or flashing.

Does my insurer decide whether an older roof must be replaced?
The insurer does not simply decide on its own, because when your roof is 15 years old or more it must allow an authorized inspector to examine it, with the cost falling on you. When an inspection finds 5 or more years of useful life left, the insurer may not decline coverage or non-renew on the basis of roof age alone. The median year homes were built here is 1970, so plenty of local roofs have reached the age where this rule comes into play. Check with your insurer or agent about how that rule applies to your own policy.
