Ridges, edges and soffits: where Homestead roofs let water in

FEMA's mitigation assessment teams name wind-damaged roof coverings as a primary source of water intrusion. After Hurricane Ian, the most common damage they found was at hips and ridges, on newer and older roofs alike (FEMA P-2342, as summarized by the International Code Council).

Vents and soffits are the quieter openings. A lost ridge vent leaves a long slot in the deck, and FEMA recorded a house whose ceilings collapsed when that was the only roof damage. Soffits also have a poor hurricane record, and the code began requiring them to resist the same wind loads as walls only with the 2007 edition. Half of Homestead's homes were built in 2001 or earlier, years before that change.

The tile industry's reviews after high-wind events find that broken tiles rarely come from wind alone; they are typically cracked by flying debris, the kind of branches and fence boards Milton's tornado scattered west of the city.

Permits

Repair permits and the 25% cap in Homestead

Homestead sits in the High-Velocity Hurricane Zone, where a permit covers all work on any roofing component, repair and maintenance included (FBC-B 1512.3). Repair parts must carry a product approval, and the repair cannot leave more ponding water than the roof had before (FBC-B 1521.2 and 1521.3). The City of Homestead's Building Permits office issues those permits inside city limits.

Size sets the second limit. On a roof built before the 2007 code, no more than 25% of the roof or a roof section may be repaired in 12 months; past that, the whole section must be redone to current code (FBC-B 1521.4). A roof that went on under the 2007 code or later only needs the repaired part brought up to today's rules. Only 16.8% of Homestead's homes date from 2010 or later, so the date of the last full re-roof is worth finding before a repair grows.

What should I look for on my Homestead roof after a storm?

Look from your yard and your attic first; after a storm like Hurricane Milton, a wet roof is no place to stand. The list Citizens gives roof inspectors makes a good guide: cracked, curled or missing shingles or tabs, cracked or loose tiles, heavy granule loss, exposed felt, soft spots in the decking, and stains or drips on ceilings. Lifted ridge caps and torn soffits deserve a close look too, and photographs help. Florida gives you one year from the date of loss to notify your insurer of a new property claim; coverage questions belong with your insurer or agent.

Should I repair or replace a 25-year-old Homestead roof?

It turns on the roof's code date and condition more than its age. Florida's main legal line between repair and replacement is the 25% rule: on a roof built before the 2007 code, which applied from March 1, 2009, repairs past a quarter of a section in 12 months require redoing that whole section to current code. An original roof on a house from 2001, Homestead's median year, sits on the older side of that line. A repair also leaves the roof's insurance age unchanged.

What must a Homestead roof repair contract say under Florida law?

Two notices. Every contract to repair or replace a roof on a residence must state that the contractor may not offer a rebate, gift, cash, deductible waiver or anything else of value for allowing a roof inspection or for making an insurance claim; without that notice, the owner may void the contract within 10 days. The signature page must also say, in bold type of at least 14 points, that if the work relates to an insurance claim the owner should check coverage, deductibles and policy terms with the insurer before signing. Miami-Dade's newest FEMA declaration, DR-4834, followed Hurricane Milton in 2024.
