About 4.2 percent of West Miami's housing units are mobile homes, and those roofs follow the federal HUD code, not the Florida Building Code. Most other homes here sit in Miami-Dade County's High Velocity Hurricane Zone. Repairs there need a permit and stay under a 25 percent limit.

Where West Miami roofs fail in a storm

Irma in 2017 put a 74-knot gust on the Opa-locka Airport gauge, and Tropical Storm Eta in 2020 dumped over 14 inches of rain near Biscayne Park. Wind and rain find the same weak spots on your roof. Wind-damaged roof covering is a leading source of water getting inside.

Check flashing first. Leaks follow the places the code requires it: where a roof meets a wall, where the slope changes, and around vents and other openings. Ridge vents are next. FEMA found that losing them leaves large openings in the roof deck, and one house had ceilings collapse though only the ridge shingles and vent were gone.

About half of West Miami homes are single-family detached, at 49.1 percent. The median home was built in 1967, which is older than the county's 1980. Older homes can have more patched areas and aging soffits, and soffits have a poor record in hurricanes. That is an inference about the housing, not a measure of any roof.

The 25% rule

Repair or replace for a West Miami roof

Florida's building code puts a ceiling on patching: no more than 25 percent of a roof or roof section in any 12 months. Cross that line and the whole section must be replaced or recovered. In practice this limit separates a repair from a replacement on a West Miami home.

One exception matters. It applies only when the roof itself was built, repaired or replaced to the 2007 Florida Building Code or a later edition. Then just the repaired section must meet today's code. State law bars a city from amending that exception, so West Miami cannot add its own version. Home age does not show which code a roof followed, so ask the building office whether permit records show a post-2007 roof.

In the Miami-Dade HVHZ, repairs must use components with a product approval and must not add ponding water. A full tear-off is required when the old roof is water soaked or has two or more layers of covering.

Inside the HVHZ, roofing permits cover every kind of work on a roof component, from new installation to routine maintenance. A licensed contractor must sign the uniform permit application, and an owner's notification form goes with it. West Miami roof permits run through the City of West Miami Building department, so confirm the current steps with them.

  • Keep off a wet or damaged roof. Take photos from the ground.
  • Cover openings only with a temporary tarp, and keep notes of what you did.
  • Call your own insurer or agent about coverage. The claim notice deadline is 1 year from the date of loss.
  • Read any roofing contract's required notices before you sign.

Not on age alone. When a roof is 15 years or older, Florida law lets you hire an authorized inspector, at your own cost, before the insurer requires replacement. If that inspection finds 5 or more years of useful life left, the insurer cannot refuse or non-renew solely because of age.
