Roof repair in Florida City, FL

Florida City took catastrophic damage in August 1992 when Hurricane Andrew struck, and the roof rules for South Florida changed afterward. Miami-Dade County sits in the High Velocity Hurricane Zone, so even a small repair here follows stricter provisions than most of the state.

Where roofs fail in a hurricane

Roof covering damage from high wind is a primary source of water getting into a house. Look first at ridge vents and ridge shingles. Federal storm assessors found ceilings collapsed in one house where the only roof damage was a lost ridge vent and some ridge shingles.

Leaks also follow flashing. That means wall-to-roof joints, changes of slope, vent pipes and chimneys. Soffits have a poor record in hurricanes too, and when they go, water often follows. Irma in 2017 left about 1,000 Miami-Dade homes with major damage, so these weak points matter locally.

  • Missing, loose or cracked tabs or tiles
  • Exposed felt or exposed asphalt
  • Soft spots in the decking
  • Look for visible leaks or stains on the ceilings and on the attic decking.

The 25% rule

Repair or replace under the 25% rule

Florida's patching cap is 25 percent of a roof or roof section across any 12 months. Go past it and the entire roof or section must be redone. The median Florida City home was built in 1990, which is no guide to the age of your roof, so check what work your roof has actually had.

One exception matters here. Suppose your roof was itself built, repaired or replaced to the 2007 Florida Building Code or later. Then current code reaches just the new work, even past 25 percent, and a city cannot change that exception by ordinance.

Repairs in the High Velocity Hurricane Zone must use products with a product approval. They also must not create extra ponding water. If the old roof is water soaked or already carries two or more coverings, the work has to be a tear-off down to the deck.

In the High Velocity Hurricane Zone, repair and maintenance of any roofing component needs a permit. Florida City handles roof permits through its Community Development office, so confirm with them before work starts.

Stay off a damaged roof. Photograph the damage from the ground and cover openings only from inside or with help from a contractor. Notice of a new or reopened claim must reach your insurer within 1 year of the loss date. Take any questions about coverage to your insurer or agent.

Only 31.2 percent of occupied homes here are owner-occupied, so renters should ask the landlord or property manager who arranges roof work.

What is the 25% roof rule in Florida?

The code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is redone. Roofs that were built, repaired or replaced under the 2007 Florida Building Code or any later edition are exempt from the rule. When that happens, only the section you are repairing has to meet current code. Florida City is in Miami-Dade County, where the High Velocity Hurricane Zone version of the rule also applies.

Does a small roof repair in Florida City need a permit?

Permits are required in the High Velocity Hurricane Zone, which includes Miami-Dade County, for all work on any roofing component, repair and maintenance included. How long do I have to report storm damage to my insurer?

Unless the insurer receives notice within 1 year after the date of loss, a new or reopened property claim is barred. A supplemental claim has 18 months. Florida Statute 489.147 also stops roofing contractors from advising on coverage, so ask your insurer or agent about your own policy after a storm like Irma in 2017.

Why did Hurricane Andrew change roofing in Florida City?

Florida City suffered catastrophic damage when Andrew struck in August 1992. South Florida then adopted the strong hurricane provisions of the High Velocity Hurricane Zone, which Miami-Dade County still follows. Florida City's median home year built is 1990 against 1980 for the county, so many local homes date from near that period.
