Repair vs. replace
Repair or replace: the 25 percent rule
No more than 25 percent of a roof or roof section may be patched under Florida rules in any 12-month period. Once repairs go beyond that share, the full roof section has to be replaced or recovered. This threshold is the key legal dividing line between a repair and a replacement.
There is an exception. When the roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, just the portion being repaired needs to meet current code. A home's build year does not tell you that, so look at the roof's own permit history.
In the High Velocity Hurricane Zone, repairs must use components with a product approval, and a contractor must warn you about ponding water before work starts. A new system may not go over water-soaked or deteriorated sheathing.

Work on any roofing component in the High Velocity Hurricane Zone needs a permit, repair and maintenance included. Because Three Lakes sits in unincorporated Miami-Dade, you get permits through Miami-Dade County Regulatory and Economic Resources. The state's rule is that the permit paperwork be executed by a contractor holding a Florida license.
- Stay off any roof that is wet or damaged, and photograph the damage from the ground instead.
- Look in the attic for stained decking or daylight.
- Cover openings only with methods that need no roof walking.
- Report any loss to your insurer promptly. One year from the date of loss is the cutoff for filing a new claim.
Florida law bars a roofing contractor from soliciting insurance claims or advising you on what your coverage includes. Of the 3,563 owner-occupied homes in Three Lakes, each owner must take coverage questions to their own insurer or agent.

Do I need a permit for a small roof repair in Three Lakes?
In the High Velocity Hurricane Zone, the code requires permits for all work on any roofing component, including repair and maintenance. Since Three Lakes is unincorporated, those permits are issued by Miami-Dade County Regulatory and Economic Resources.
