In El Portal, 1.8 percent of housing units are mobile homes, so nearly every roof here follows the Florida Building Code. The High Velocity Hurricane Zone is where Miami-Dade falls. That makes repair rules stricter than most of Florida, and it matters because 90.0% of El Portal homes were built before 1980.

Where El Portal roofs fail in a storm

Near Biscayne Park, Tropical Storm Eta in 2020 dropped 14.12 inches of rain, while North Miami received 13.40 inches. Roofs with weak flashing leak under that kind of rain. Wherever the code requires flashing, leaks tend to show up: where walls meet roofs, where the slope changes, and around openings like vent pipes and chimneys.

Wind does different damage. Hurricane Irma recorded a 74-kt gust at Opa-locka Airport in 2017. FEMA teams found that lost ridge vents leave large openings in the roof deck, and one example house had ceilings collapse though only ridge shingles and the ridge vent were gone. Check the ridge first.

With 90.1% of El Portal housing being single-family detached homes, most roofs here belong to one owner who decides on repairs. Also look at soffits and fascia. Soffits have a poor record in hurricanes, and when they fail, water often gets into the attic and walls.

Repair or replace under the 25% rule

Patching is limited by the code to 25 percent of a roof or roof section across any 12-month period. Once repairs exceed that limit, you must replace or recover the entire roof or section. The median El Portal home was built in 1953, so many roofs here have likely been redone since, and some more than once.

One exception helps. Only the repaired portion has to meet current code when your existing roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition. That depends on the roof itself, not on the age of the house. A tear-off to the deck is required when the old roof is water soaked or already has two or more coverings.

In the High Velocity Hurricane Zone, repairs must use products with a product approval, and the work may not create additional ponding water. Flat or low-slope sections near the back of an older house are where that rule bites.

The Village of El Portal Code Enforcement & Building Department handles roof permits, so confirm requirements with that office before work starts.

  • Keep off any roof that is wet or damaged, and stay away from downed lines.
  • Photograph the damage from the ground and from inside the attic.
  • Keep your receipts, and only cover openings when you can do so from a safe position.
  • Report a loss to your insurer in writing. Notice is barred after 1 year from the date of loss.
