Roof repair in Virginia Gardens, FL
Virginia Gardens has 0 percent mobile homes, so no roof in the village falls under the HUD code. Every one answers to the Florida Building Code, and Miami-Dade County sits in the High Velocity Hurricane Zone. A repair here is regulated work, and those rules decide what a patch can be.

Storm damage
Where older Virginia Gardens roofs fail in a storm
The median home here was built in 1960, against 1980 for Miami-Dade County, and 87.3% of units predate 1980. That suggests many roofs in the village have been patched or re-covered more than once. Old patches and old flashing are where water usually gets in.
Hurricane Irma in 2017 put a 74-knot gust on record at Opa-locka Airport. Tropical Storm Eta in 2020 dropped 14.12 inches of rain near Biscayne Park and left streets impassable in northern Miami-Dade for days. Gusts test the edges and ridge. Long rain finds every weak seam.
- Flashing at wall and roof joints, chimneys, vent pipes and changes of slope, which is where the code requires flashing and where leaks track.
- Ridge shingles and ridge vents. FEMA found ceilings collapsed in a house whose only roof damage was lost ridge shingles and vent.
- Soffits, which have performed poorly in hurricanes and often let in water once they fail.
- Cracked, curled or missing shingle tabs, exposed felt and soft spots in the decking.
Repair rules
Patch or full replacement under the 25% limit
Florida caps patching at 25 percent of a roof or roof section within 12 months. Beyond that cap, the entire section has to be replaced or recovered. One exception exists: a roof built, repaired or replaced to the 2007 Florida Building Code or later, where only the repaired part must meet current code.
With a 1960 median build year in the village, many owners may not qualify for that exception, so a large repair can turn into a full replacement. A roofer cannot tell you which side of the line you are on without looking at the roof's history and its sections.
In the High Velocity Hurricane Zone, a recover over old material is barred if the existing roof is water soaked or has two or more layers of covering. Repairs must use products with a product approval and must not create new ponding water.
Next steps
Permits and safe steps after a storm
Miami-Dade's High Velocity Hurricane Zone rules call for a permit on any work touching a roofing component, repair and maintenance included. A licensed contractor has to execute the application. Confirm current permit steps with the Village of Virginia Gardens building and zoning office.
After a storm, stay off the roof. Photograph ceiling stains and visible damage from the ground, and cover openings only by methods that do not need a climb. Then have a roofer inspect before the next rain. The Atlantic season ends November 30, and activity peaks around September 10.
Florida law bars roofing contractors from offering anything of value for a roof inspection or a claim, and from advising on coverage. For any question about your own policy, start by contacting your insurer or agent. Notice of a new claim has to reach the insurer within 1 year of the date of loss.
Questions
Roof repair in Virginia Gardens: questions
What is the 15 year roof rule in Florida?
For a roof 15 years or older, Fla. Stat. 627.7011(5) lets you hire an authorized inspector at your own expense. Where that inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely because of the roof's age. With a 1960 median build year in Virginia Gardens, many owners may be near that age line. How it applies to your policy is something your insurer or agent can walk you through.

Does a roof repair in Virginia Gardens need a permit?
Because Miami-Dade County sits in the High Velocity Hurricane Zone, any work on any roofing component, repair and maintenance included, requires a permit. A licensed contractor must sign the application. Elsewhere, small repairs can be left to the building official, so confirm with the Village of Virginia Gardens building and zoning office before work starts.

What is the new law in Florida about roofs?
Two rules matter most for repairs. The 25% rule limits patching to 25 percent of a roof section in 12 months, with an exception for roofs built or repaired to the 2007 code or later. Fla. Stat. 489.147 bars contractors from soliciting roof insurance claims. Virginia Gardens, in Miami-Dade County, also follows the High Velocity Hurricane Zone provisions.

How old are the roofs in Virginia Gardens likely to be?
The median home was built in 1960, and 87.3% of units were built before 1980, compared with 49.6% for Miami-Dade County. Building year describes the house, not the roof, so many roofs have been replaced since. Still, that suggests a good share of roofs carry old repairs, which is where flashing and decking problems tend to show up.
