The Building Department in Doral runs a Building Recertification Program and posts flood information, so it is the office to ask before any roof work. Miami-Dade County sits in the High Velocity Hurricane Zone, which changes how even a small repair is permitted.

Where roofs fail in the storms that reach Doral

Hurricane Irma in 2017 put a 74-knot gust on record at Opa-locka Airport, and about 1,000 Miami-Dade homes had major damage. Tropical Storm Eta in 2020 dropped over 14 inches of rain near Biscayne Park. Wind and rain test different parts of a roof.

Wind teams who studied Florida storms found that damaged roof covering was a primary source of water intrusion. Lost ridge vents leave large openings in the deck. One FEMA example house lost its ceilings even though the only roof damage was missing ridge shingles and ridge vent.

Leaks also follow flashing. The code requires it at wall and roof intersections, changes of slope, and roof openings such as vent pipes. In Doral, where the median home was built in 2006, check those spots first after a storm.

Permits

Permits for a repair under the High Velocity Hurricane Zone

In the High Velocity Hurricane Zone, a permit is required for all work on any roofing component, including repair and maintenance. The application must be completed and signed by a licensed contractor. It carries an owner's notification form and product approval pages.

Repairs must use components that have a product approval. They must also not create additional ponding water. Ask the Building Department how it handles a small patch, because the state code leaves minor repairs to the local building official.

Only 46.5 percent of occupied Doral homes are owner-occupied, so many roofs belong to landlords or associations. Confirm who pulls the permit and who signs the contract before work starts.

Repair or replace

When a Doral patch turns into a full roof

The code caps patching at 25 percent of a roof or roof section in any 12-month period. Once repairs go beyond that share, the covering on the entire roof or section has to be replaced or recovered. For a Doral owner deciding between a patch and a new roof, this cap is the figure that settles it.

One state exception helps newer roofs, and Doral has many. A roof built or repaired to the 2007 Florida Building Code or later only has to bring the repaired area up to current code. With 39.5 percent of homes built in 2010 or later, many local roofs are likely to qualify, but confirm the roof's history with the Building Department.

A repair also cannot go over wet sheathing. Water-soaked or deteriorated decking, or a roof with two or more coverings, forces a tear-off to the deck.

What is the 25% roof rule in Florida?

It sets a ceiling on how much of a roof you can patch in a single year: 25 percent of the roof or roof section in any 12 months. Beyond that, the entire roof or section must be replaced or recovered. A roof built or repaired to the 2007 Florida Building Code or later only needs the repaired portion to meet current code. Miami-Dade County, where Doral sits, applies the same wording in its High Velocity Hurricane Zone rules. A local government cannot amend that exception by ordinance.

Does a small roof repair in Doral need a permit?

Why does a lost ridge vent cause so much damage?

A lost ridge vent exposes a large opening in the roof deck to rain. In one FEMA example house, the ceilings came down with only the ridge shingles and ridge vent missing. Miami-Dade saw 74-knot gusts at Opa-locka Airport in Irma, so ridge areas deserve a close check after any strong storm.
