Where South Miami roofs fail in a hurricane
The median home in South Miami was built in 1969, against 1980 for Miami-Dade County. Homes here are older than the county norm. Older roofs often have aged flashing and tired fasteners, and those are the places wind and rain find first.
Damage reports from FEMA field teams point to the same spots. Leaks track flashing at wall and roof meetings, changes of slope and roof openings. Lost ridge vents can open large holes in the deck, and FEMA found ceilings collapsing in one house where only ridge shingles and the ridge vent were gone.
Soffits have performed poorly in hurricanes, and failed ones often let in a lot of water. Tropical Storm Eta in 2020 dropped 14.12 inches near Biscayne Park, so wind is not the only test. Slow leaks at old flashing show up after heavy rain.
Repair limits
Repair or replace: the 25% rule
Patching on one roof section cannot pass 25 percent in a single 12-month stretch. Beyond that line, the whole roof or section gets redone. The one exception is a roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later.
Miami-Dade is in the High Velocity Hurricane Zone, so repairs must use products with a product approval, and any repair, maintenance or reroofing job needs a permit application signed by a licensed contractor. A full tear-off to the deck is required where the old roof is water soaked or already has two layers.
The City of South Miami Building Division handles the permits needed for any roof work. Ask it whether a small repair counts as ordinary minor work, since that call belongs to the building official.

What to do after a storm
Stay off the roof until the wind and rain stop. From the ground, look for missing tabs, exposed felt, lifted flashing and ceiling stains. Take dated photos for your records.
If a storm like Andrew damages your South Miami roof, call your insurer or agent before signing anything, because the notice on a new or reopened loss must reach the insurer within 1 year of the date of loss. Florida law bars a roofer from advising you on coverage or offering anything of value for an inspection.

What is the 25% roof rule in Florida?
Repairing or replacing more than 25 percent of a roof or roof section within a 12-month period is not allowed unless the whole roof or section is replaced. The exception covers an existing roof built, repaired or replaced to the 2007 Florida Building Code or later. South Miami's median home dates to 1969, so many roofs here may not qualify for that exception. Confirm with the Building Division.

Does my insurer decide if my 15-year-old roof must be replaced?
