Roof repair in Country Walk, FL

Country Walk was among the areas worst hit by Hurricane Andrew in 1992, and property owners later sued the developer over construction quality. That history is why roof repair here follows the High Velocity Hurricane Zone rules, which cover permits, approved products and the 25% limit on patching.

Where Country Walk roofs fail in a storm

The median Country Walk home was built in 1997, newer than the county median of 1980. That suggests many roofs here were laid after Andrew, but the roof itself may have been replaced since, so check its own history. Leaks still start at the same weak points.

FEMA field teams found that damaged roof coverings were a primary source of water getting in. They also found that losing ridge vents can open large holes in the deck, and one FEMA example house had ceilings collapse though only ridge shingles and ridge vent were lost.

  • Flashing at wall and roof intersections, slope changes and roof openings
  • Vent pipes and ridge vents
  • Missing, loose or cracked tabs or tiles
  • Soffits, which FEMA says have historically performed poorly in hurricanes

With 84.7% of Country Walk housing units being single-family detached homes, most repairs are on individual owner roofs. Of occupied homes, 79.9% are owner-occupied, so the decision is usually yours alone.

Repair or replace

Repair or replace: the 25% rule in Miami-Dade

Under the Florida Building Code, no more than 25 percent of a roof or roof section can be repaired during any 12-month period. Beyond that threshold, you must replace or recover the whole roof or section. The only exception covers a roof that was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition.

Miami-Dade is in the High Velocity Hurricane Zone, so repairs must use components with a product approval and must not create additional ponding water. A new system also may not go over water-soaked or deteriorated sheathing.

The HVHZ requires a permit for all work on any roofing component, including repair and maintenance. Only a licensed contractor can fill out and file the permit application. Country Walk is unincorporated, so permits come from Miami-Dade County Regulatory and Economic Resources. Confirm with that building office whether a small repair qualifies as minor.

What to do safely after a storm

Stay off a wet or damaged roof. Look from the ground and the attic for stains, daylight or soft spots, and photograph what you find. Tarp or dry out only what you can reach safely from inside. The season runs June 1 to November 30, with the peak around September 10.

What is the 25% roof rule in Florida?

Unless the entire roof or section is replaced or recovered, the Florida Building Code allows no more than 25 percent of it to be repaired, replaced or recovered within any 12-month period. The exception applies when that roof was built, repaired or replaced to the 2007 Florida Building Code or later. In that case, just the repaired portion needs to satisfy the current code. Miami-Dade County's building office issues Country Walk permits.

Does a roof repair in Country Walk need a permit?

Probably yes. In the High Velocity Hurricane Zone, which includes Miami-Dade County, permits are required for all work on roofing components, including repair and maintenance. A licensed contractor must sign and execute the application. Ordinary minor repairs may be approved without a permit, but that is the building official's call. What is the new law in Florida about roofs?

Under Florida Statute 627.7011(5), for a roof 15 years or older the insurer must let you have an authorized inspector check it at your expense. Age alone cannot be the sole reason to refuse or non-renew coverage when the inspection finds 5 or more years of useful life remaining. Any policy issued on or after January 1, 2023 additionally prohibits the assignment of post-loss benefits.
