Roof repair in North Miami Beach, FL
Despite the name, North Miami Beach no longer has any beaches; they now lie in Sunny Isles Beach, across the Intracoastal Waterway. The roofs still take the same Miami-Dade storms. Wind and heavy rain find the weak points: flashing, vents, ridges and valleys. Florida's patching limit then decides whether a repair is allowed.

Where North Miami Beach roofs fail in storms
Tropical Storm Eta in 2020 put 13.40 inches of rain on North Miami and left streets in northern Miami-Dade impassable for days. Rain that heavy exposes every weak seam. Leaks usually follow the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings.
After a strong wind, check the ridge line first. FEMA found a house whose ceilings collapsed though the only roof damage was lost ridge shingles and a lost ridge vent. Soffits also fail often in hurricanes, and water follows.
Housing here is older than in the rest of the county. The median home was built in 1967, against 1980 for Miami-Dade, and 80.6% of units predate 1980. That suggests many roofs have been patched before, so check old repairs along with new damage.
The 25% rule
Repair versus replace: the 25 percent limit
Florida's code caps patching at 25 percent of a roof or roof section in any 12 months. Past that point, you would need to redo the whole roof or the affected section. The exception applies only if that roof was itself built, repaired or replaced to the 2007 Florida Building Code or later, which took effect March 1, 2009.
Miami-Dade sits in the High Velocity Hurricane Zone, so repairs must use components with a product approval. A new system cannot go over water-soaked or deteriorated sheathing, and a roof with two or more coverings already needs a tear-off to the deck.

In the HVHZ, permits are required for any work on a roofing component, repairs included. A licensed contractor must execute the permit application. The code lets the building official approve ordinary minor repairs without a permit, so confirm yours with the City of North Miami Beach Building Department.
- Stay on the ground and photograph the damage from there.
- Look in the attic for visible leaks and soft decking.
- Cover openings only from inside, or leave that to a roofer.

What is the new law in Florida about roofs?
Two rules matter most. The 25 percent rule in the building code limits patching, unless the roof was built or repaired to the 2007 code or later. Fla. Stat. 627.7011(5) also says an insurer must let you have an authorized inspector check a roof 15 years or older, at your expense, and may not refuse or non-renew solely for age if 5 or more years of life remain. With a 1967 median build year here, many owners may face both. Confirm details with your insurer.

Does a small roof repair in North Miami Beach need a permit?

How long do I have to report storm damage to my insurer?
Notice has to reach the insurer within 1 year of the date of loss, or a new or reopened property claim is barred. A supplemental claim has 18 months. Eta dropped 14.12 inches near Biscayne Park in 2020, so storm damage in this part of Miami-Dade can be real. Your insurer or agent can tell you how the deadlines apply to your policy.

Can a roofer help me file a roof insurance claim?
Under Fla. Stat. 489.147, a roofing contractor may not solicit claims, offer anything of value for an inspection or claim, or advise on coverage unless licensed as a public adjuster.
