Where roofs fail in a South Miami-Dade storm
FEMA field teams identified wind damage to the roof covering as a leading way water gets into a house. Leaks usually start at flashing: wall and roof intersections, changes of slope, and roof openings. Check those spots first after a storm.
Ridge vents deserve a close look. In one house FEMA examined, the ceilings came down even though the roof had lost only ridge shingles and ridge vent. Soffits have also performed poorly in hurricanes. When they fail, water usually gets into the attic.
About 1,000 homes in Miami-Dade ended up with major damage after Irma in 2017. Eta in 2020 dropped 14.12 inches of rain near Biscayne Park and left standing water in the streets for days. Rain like that finds every missing shingle and failed seal.
Repair limits
Repair or replace: the 25 percent rule
The code allows repairs to no more than 25 percent of a roof or roof section in any 12-month period. Once damage passes that point, the whole roof or the affected section has to be replaced or recovered. There is an exception for a roof that was itself built, repaired or replaced to the 2007 Florida Building Code or later. When that applies, current code covers only the portion you are repairing.
The median Richmond West home dates to 1996, newer than the county median of 1980. That is 16 years newer. That does not tell you how old your roof is, so check your own roof's history.
If you hope to replace a roof only because of its age, know the insurance side. When a roof is 15 years or older, the insurer must allow an authorized inspector, paid for by you, to examine it. Your insurer or agent can tell you how this applies in your situation.

- Look for lost shingles, loose flashing, missing ridge vent and damp ceilings.
- Cover openings only if you can do it from the ground or a safe ladder.
- Report any claim to your insurer yourself, within 1 year of the date of loss.

What is the 25% roof rule in Florida?
Under the code, repairs in any 12-month period cannot exceed 25 percent of a roof or roof section. Once repairs go past that limit, you must replace or recover the entire roof or section. Where a roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, current code applies only to the repaired portion. In Miami-Dade, a full tear-off is also required when the old roof is water soaked or already has two or more coverings.

Do I need a permit to repair my roof in Richmond West?

Why do Richmond West roofs leak after a hurricane?
Most leaks start at flashing, vents, ridge caps and soffits. FEMA found that damaged roof coverings are a primary source of water intrusion, and that losing a ridge vent can open a large hole in the deck. Can a roofer help me file an insurance claim?
Not in the way many people expect. Florida Statute 489.147 bars roofing contractors from soliciting roof claims, offering anything of value for an inspection or claim, or advising on coverage unless they are licensed public adjusters. Your insurer or agent can tell you what your own policy says, so ask them. The insurer has to receive notice of a new claim within 1 year of the date of loss.
